SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per TSM 2-01.2.2I and Grading notes on sheet S1.1 a grading permit is required. Please submit the appropriate plans and application package for a development package submittal.
2) Per the City of Tucson Drainage Standards Manual (UDC 7.14.4) Section 7.6.5 please call out detail 3/S1.1 at least 10 feet away from any structure. Line work for the location of where this detail is planned should be shown both in planview and in the legend. Please update site work note 5 on sheet 2 to reflect the 10 foot setback requirement from structures.
3) Per the City of Tucson Drainage Standards Manual (UDC 7.14.4) Section 8.5.1.1 the side slopes of a rip raped drainage channel should be not steeper than 3:1 (horizontal to vertical).
4) There are some bottom of wall spot grades that need to be updated to clarify how they tie into the existing spot grades. Proposed grading contours should be provided within grading limits. A couple of example where clarification is needed is west of the upper deck where a bottom of wall spot grade of 9.0 is called out over a 2608 existing contour interval at the grading limits. Another area where clarification is needed is at the grading limits north of the upper deck on sheet S1.1 where spot grades of 8.0 and 9.0 are being called out along the 2606 and 2608 existing contour lines respectively. Please update accordingly.
5) Per correspondence provided with this first submittal the drainage report that indicates that lots 1 to 14 have buildable pads outside the limits of the regulatory 100-year floodplain was supposed to be on file with the Pima County Floodplain Section. Per email correspondence forwarded to the applicant on April 11, 2016 the Pima County Flood Control does not have this drainage report for City of Tucson PDSD Engineering Review in conjunction with this submittal due to records retention schedules. Per AM 2-06.4.9N please provide the above cited drainage report information and corresponding 100 year water surface elevations at the drainage crossing of the driveway. All Weather Access should be demonstrated in accordance with Tucson Land Code Section 26-8(c).
6) There are several grading notes with information left blank on sheet S1.0. Please complete the information.
7) There are several notes throughout the plans that reference codes from other jurisdictions. Please update these notes accordingly to reflect City of Tucson Standards.
8) Per AM 2-06.4.9N6 please show 100 year floodplain limits and erosion hazard setback area limits within 50 feet of lot line.

The building plans have been reviewed by Zoning Review Section but cannot approve the plan until all zoning comments or concerns have been addressed.

This project is location within a Hillside Development Zone (HDZ). Per UDC Article 5.2.7.A the maximum residential building height is 24'. As a flat roof is proposed the building height is measured from the highest point of the flat roof to design grade. Provide a height dimension from the highest point of the flat roof to the lowest design grade on the elevations.

Provide a general note on the plot plan stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.2 HILLSIDE DEVELOPMENT ZONE (HDZ)."

Zoning cannot approve the building plans until approved by all other PDSD agencies and the above comment is addressed.

Add the following notes to the Landscape plan.

Vegetation Retention and Revegetation
a. Vegetation Retention
(1) Existing viable and transplantable trees with four inch or greater trunk diameter and cacti shall be preserved in their original locations, except for building sites and access and utilities serving building sites.
(2) When retention of the above trees and cacti in their original locations is not possible due to building site location, the trees and cacti shall be salvaged and replanted in areas requiring revegetation, whenever possible.
b. Revegetation
All cut or fill slopes that are no steeper than three horizontal to one vertical and all utility trenches or septic leaching fields that are not located in parking or driveway areas shall be revegetated in compliance with the following standards:
(1) All plants used in revegetation shall be the same as the native vegetation on the site prior to grading or clearing or any adjacent site; and,
(2) Revegetation shall be accomplished with the following minimum standards for plants:
(a) Desert trees, a minimum of 15-gallon size with a minimum trunk diameter of two inches measured at the soil level, or large specimen cactus shall be placed at the same vegetation density found on the site prior to any clearing, grubbing, or grading; and,
(b) Seeds for trees, desert shrubs, and grasses shall be planted with a density adequate to control erosion and may use one of the following methods of planting: Raked into the soil with appropriate mulch materials; hydroseeding; anchored mulches; or established on jute, rolled straw, or similar material. Another method may be approved by PDSD.
(3) A temporary watering system shall be installed until the revegetation materials are established.

Ensure that all Engineering and Zoning comments have been addressed.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide two sets of updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and 2012 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL COMMENTS:

1. All SFR and Duplex plans submitted after March 1, 2009 require a solar water system, or future installation preparation City of Tucson Ordinance #10549 with one of the following provisions: ½"control conduit and two ¾" copper piping for water with rooftop termination; straight 3" capped sleeve; or an accessible attic (clear path 30" wide x 30" high) over the water heater. Show appropriate notation.
2. All SFR and Duplex plans submitted after July 1, 2009 require a solar photo-voltaic system, or future installation preparation City of Tucson Ordinance #10549 with the following provisions: 1. A 4 square feet area for (meter, disconnect & inverter) equipment adjacent to the electrical service panel or near the proposed collector panel space. 2. The best roof space available for accommodating PV solar collector panels with capacity for collector dead loading (typically 4 lbs/SF). 3. A minimum 3,800 volt-ampere PV electrical load entry on the Service Load Calculation (Show as a continuous load of 15.8 A). 4. An Electrical Panel Schedule with a 240 volt circuit breaker space labeled "reserved for Photo Voltaic". See electrical comments.

STRUCTURAL PLANS:

1. Provide an engineer's calculation, design and seal for masonry walls exceeding 7' in height above grade on either side or for retaining walls with unbalanced fill exceeding 2 ', R404.4. Include the seal for structures on sheet S1.1.

SECTIONS - DETAILS:

1. Show a roof ventilation plan with attic vent openings effectively sized for the attic area per R806.2. Or provide condensation control with an air-impermeable rigid insulation material tight to the roof sheathing with a minimum R-5 value, R806.5. The total insulation value may be achieved with foam (spray/board) and batt layers.

PLUMBING PLANS:

1. Show hot water pipe with minimum R-3 insulation, N1103.4.2.
2. Show water heaters with a listed pan and ¾" drain line to a waste receptor or to the building exterior 6" above grade, P2801.5.
3. Show a provision for a future solar water system, City of Tucson Ordinance #10549.

MECHANICAL PLANS:

1. Provide (an HVAC system with) whole-house mechanical ventilation with continuous or a minimum controlled intermittent airflow rate, R303.4 & M1507.3. Show a source of outside supply air.
2. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. Notate if the mechanical system calculations may be provided by deferred submittal. The deferred calculations must be approved through revision process prior to mechanical inspections.
3. Show dryer vent size and location for venting to exterior, M1501.
4. Show bathroom exhaust fan locations with minimum 50 CFM rating and duct to the exterior, R303.3 and M1507.4.
5. Show the kitchen exhaust fan (if installed) with minimum 100 CFM rating, M1507.4.

ELECTRICAL PLANS:

1. Show compliance with the City of Tucson Ordinance #10549 for future Photo Voltaic on the panel schedule and electrical load calculation.
2. Smoke alarms are required outside each separate sleeping area (lower level), R314.3.2. Show a smoke alarm on each side of the bedroom doors in the immediate vicinity. Show a smoke alarm on each story of the dwelling, R314.3.3.
3. Show all garage receptacle outlets with GFCI protection, E3902.2. Include the ceiling receptacle on circuit #17.
4. Provide notation requiring tamper resistant receptacles for 125 volt, 15A and 20A receptacles, R4002.14.
