CASE: T16CM00065, T16CM00066 SUMMARY: PDSD Engineering Division has reviewed the plans for the Solar Project and does not recommend approval until the following comments are addressed. Project is located within the Julian Wash Watershed which is a Balanced Basin Management Watershed, and is impacted by the Rita Ranch Master Drainage Report and associated annexation Ordinance 6143. This project does not need to provide detention or retention for this portion of the watershed that enters the Regional Basin per the Rita Ranch Master Drainage Report. COMMENTS: 1) UDC Sec.7.6.4.A.2, Admin Man Secs.2-06.4.7, 2-06.4.7.A.6: Address the following comments: a) See Administrative Manual sections 2-06.4.3 and 2-06.4.7 for formatting and general notes required and other content information needed for the development package sheets. http://library.amlegal.com/nxt/gateway.dll/Arizona/tucson_az_udc/tucsonazunifieddevelopmentcode?f=templates$fn=default.htm$3.0$vid=amlegal:tucson_udc_az b) Label on planview for site and grading plan sheets, the following information: i) Add note for total disturbance area. ii) Add note for cut and fill quantities in cubic yards. iii) The property is subject to Annexation (Ord.6142) requirements; provide the applicable annexation file number, in the lower right corner of each sheet. iv) Label and delineate grading disturbance limits, clarifying areas that are to remain undisturbed (area west of solar panel phases.) v) Clarify access areas: (1) Delineate access lanes on planviews. (2) Label access surface treatment material. (3) Revise plans to clarify connection for access areas to existing pavement area and right of way. vi) Disturbed areas are required to be reseeded, if gravel is not provided in disturbed areas. Show and label and add as notes to the cover sheet that there will be reseeding for all disturbed areas for this project. Some solar projects use a special desert reseed mix that has a short/low growth height, and others use gravel to reduce dust accumulation on panels; specify what will be used around/under panels on plans. c) Tucson Code Chap.26 Art.2: For this solar project, a SWPPP and grading information under a Development Package application will be needed for resubmittal. Provide grading and SWPP plan sheets in development package set. Add the following note to SWPP sheet: Operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: Arizona Department of Environmental Quality, 1110 W. Washington, 5th floor (5515B-1), Phoenix, AZ 85007, Office: 602-771-4466; Fax 602-771-4505 d) Development Package may include site plan, grading plan, SWPP, and can show both phases of the project if a note is added that this permit is for phase 1. Later, a revision to the project may be submitted updating the note to state phase 2 and issued for second phase. Otherwise two development packages may be submitted for each phase. For resubmittal, provide 2 sets of development package plans under development package application(s), 2 copies of SWPP reports or other documentation, and a response letter.
