Background: This proposal is for a special exception use in the C-2 commercial zone to allow a 60 foot wireless communication facility in the form of a stealth monopalm and an associated ground equipment area. The site is at 1051 North Harrison Road is approximately 80 feet west of the Harrison Road ROW and 135 feet south of the Speedway Boulevard ROW. The special exception proposal consists of a 60-foot monopalm structure with an array containing four antennas per sector, with three sectors. The proposed lease area is approximately 16' x 29'-8" with three equipment cabinets. The lease area will be enclosed by an 9'-8" CMU wall.

According to the Major Streets and Routes Plan, Speedway Boulevard and Harrison Road are designated as arterial streets.

Surrounding Zoning and Land Uses: The proposed WCF special exception is planned adjacent to a veterinary facility located at 1051 N. Harrison Road in the C-2 commercial zone. Parcels located to the North is a park and ride facility and commercial retail land use in the C-1 commercial zone; to the east across Harrison Road are single-family residential uses in the R-1 residential zone. Parcels immediately to the south are single-family residential uses in the R-2 residential zone; to the west are multi-family residential uses in the R-2 residential zone. The nearest single-family residential home is located directly to the west approximately 30 feet from the proposed WCF site.

Rezoning Presubmittal Meeting: The applicant attended two presubmittal conference meetings on April 21, 2015 and November 11, 2015. Meetings included discussion of visual mitigation of WCF, addition of vegetation surrounding facility and moving the monopalm further away from residential to reduce its impact on the single-family neighborhood to the south. Applicant was encouraged to reduce height of monopalm from 60 feet to further mitigate visual impact. Applicant was asked to provide documentation of need for proposed height, if it were to remain.

Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held three neighborhood meetings, on March 9, 2015 from 5:00 PM to 6:00 PM, June 8, 2015 from 5:00 to 6:00, and November 24, 2015 from 5:00 to 6:00 at the proposed site located at the corner of Speedway Boulevard and Harrison Road. Four people attended the first meeting, seven people attended the second meeting, and 1 attended the third meeting. Neighborhood meeting minutes indicated the area residents had concerns about how WCF would impact health and safety in surrounding areas. Questions involved questions about what benefit it would provide, what it would look like, if other locations were evaluated, and its proximity to residential. A Ward 2 representative attended the March 9, 2015 neighborhood meeting.

Land Use Policies: Plan Tucson and the Pantano East Area Plan (PEAP) provide land use guidance for this site. Generally, the Plan supports the requested use when visual impacts, setbacks, and landscaping buffering elements are addressed.

Plan Tucson identifies this area in the Future Growth Scenario Map as a "neighborhood center" category. The Plan supports neighborhood centers with mix of small businesses surrounded by housing and accessed internally and from nearby neighborhoods by pedestrians and bikes friendly streets and by transit. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city.

The PEAP, in the commercial policy section provides direction for this site. It states new commercial uses should be carefully integrated with surrounding uses.

Assessment: The proposed sixty (60) feet tall stealth monopalm wireless communication facility (WCF) is to be located southwest of the intersection of Speedway Boulevard and Harrison Road, approximately 80 feet west of the Harrison Road right-of-way and 135 feet south of the Speedway Boulevard right-of-way. The Major Streets and Routes Map identifies Speedway Boulevard and Harrison Road as arterial streets. The site is currently developed as an office use. The WCF is proposed on the northern portion of the site with the equipment shelter located along the southern boundary of the site.

A new twelve foot wide utility/access easement is proposed from Speedway Boulevard to the WCF location. Ground equipment will be enclosed by an 9'-8" tall masonry wall that will be painted to match surrounding development. The sixty (60) foot tall Stealth monopalm will be located inside of the ground equipment masonry wall enclosure lease area of approximately 16' x 29'-8".

Plans support a stealth design such as the proposed monopalm design and to help mitigate height and soften the visual view sheds of the WCF from adjacent land uses. Staff suggests vegetation surrounding the equipment lease area to help mitigate views. Ground equipment and enclosure wall color theme to blend with existing on-site land uses.

Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopole and screened by the monopalm stealth design. Both monopalm and antennas should be painted to complement the natural range of colors on surrounding trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses.

A plan amendment is not required. This request contains adequate information to process.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed rezone conceptual site plan. The following items need to be considered as requirements of the development package after acceptance of the rezone. They should be rezone conditions.
1) Provide a drainage statement indicating no adverse impact to the retention/detention area.
2) Demonstrate that the asphalt parking area properly drains and is sealed after installation of the wiring between the fenced structure and the monopalm.

The proposed wireless communication site does not meet the use specific standards listed under the C-1 Zone, S[3] - 4.9.4.I.5.c or S[2] - 4.9.4.I.6.a or S[1] - 4.9.4.I.7.

1. The following item needs to be noted at this time:
a. The proposed 9'-4" CMU screen wall does not meet perimeter yard setbacks to the south property line, see UDC Table TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-2 Zone, Nonres Use to Res Zone the minimum perimeter yard is 10'-0".
