SUBJECT: Verizon - Craycroft (T15PRE0078) Engineering and Floodplain Review
ADDRESS: 3375 N Craycroft, 85712, Ward 2
LOCATION: T13S R14E Section 26
PROPERTY: 109-26-010P, PTN OF N298.9' E2 SE4 SE4 EXC PTN N205.99' & EXC E7' S71' N276.99' 2.81 AC SEC 6-13-14 (11254/807 P-11351/5153)
FLOODPLAIN: 500-year floodplain, FEMA zone X-shaded, 1694L
REVIEWER: Elizabeth Leibold, P.E.
ACTIVITY NUMBER: T15PRE0078
Engineering has reviewed the proposed Special Exception documentation for the proposed new 70-foot wireless communication facility with associated equipment at the southern portion of the parcel. The proposed improvement is located within a site that is developed with existing buildings and adjacent to the Rillito, and there appears to be potential for little to no disturbance of existing vegetation for this proposed project area.
Engineering has no objections for this request, however offers the following suggested comments for consideration based on Technical Manual Section 4-04.2.3.1 and Tucson Code Section 26-11:
1) Add a Flood Zone Note on a sheet that sates the project is located in FEMA Zone X-shaded 500-year floodplain, on FIRM 1694L.
2) Clarify total disturbance area for the project on plans.
3) Show on plans that all equipment (any fuel tank pads, equipment cabinet, generator(s), and any building structures) for the proposed project is elevated a minimum of 1-ft above the adjacent 100-year base flood elevation, or, show on plans that all equipment for the proposed project is elevated a minimum of 3-ft above natural grade.
4) Provide recordation information for any required access easement(s) on the plans for the submittal review.
5) Clarify access from Craycroft on plans.
6) Label 400-ft Scenic Corridor line on plans.

SR, Special Exception
Plan Tucson and Old Fort Lowell Neighborhood Plan

Background: This is a special exception land use request for a proposed seventy (70) foot tall stealth monopine wireless communication facility (WCF). The site has 2.72-acres and located southwest of the Rillito River and Craycroft Road crossing. The stealth monopine will include three sectors, four antennas per sector. Each antenna will have a pine needle sock to disguise and match needle density and color of monopine. The proposed lease area is a 40' x 21,' includes cabinets and a diesel backup generator. The lease area will be enclosed by an eight-foot tall masonry wall.

According to the Major Streets and Routes Plan, Craycroft Road is designated as arterial street and arterial scenic adjacent to the proposed special except site.

Surrounding Zoning and Land Uses: The proposed WCF special exception is within a residentially zoned and developed parcel that includes a main residence and detached buildings. Parcel located to the South is a day care/pre-school center with multiple structures and school fields in the SR Suburban Ranch zone, to the East across Craycroft Road are single-family detached residential units, vacant parcels and the Pantano Wash in the SR Suburban Ranch zone, to the west is the St. Gregory College Preparatory School in the SR Suburban Ranch zone, and to the north is the Rillito River in the SR Suburban Ranch zone. The nearest single-family residential home is located north across the Rillito River approximately 750 feet from the proposed WCF site.

Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting on August 12, 2015. Meeting included discussion of visual mitigation of WCF, site is archaeological sensitive, scenic route setbacks, compatibility and sensitivity with the historic Ft. Lowell District, and possible water tower stealth design with antennas inside the water tower tank and to provide both options (tree and water tower) at the neighborhood meeting with documentation of discussion.

Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held a neighborhood meeting, on October 7, 2015 from 5:00 PM to 6:30 PM. Meeting was held on-site, located at the southwest corner of Craycroft Road and the Rillito River. Attendance included the applicant and two citizens. Neighborhood meeting documentation indicated material was made available at the neighborhood meeting to show the two options, an illustration of proposed WCF monopine and WCF water tower design. The City of Tucson Historic Preservation Office was contacted and the Old Fort Lowell Neighborhood Association representatives were also notified and the applicant indicates further attempts will be taken to have public discussions to receive feedback.

Land Use Policies: The Plan Tucson, and Old Fort Lowell Neighborhood Plan provide land use guidance for this site. Generally, the Plans support the requested use when visual impacts, setbacks, and landscaping and buffering elements are addressed.

Plan Tucson: Identifies this area in the Future Growth Scenario Map as an "existing neighborhoods" category. The goal is to maintain the character of these neighborhoods, while accommodating some new development and redevelopment, and new services and amenities that contribute further to neighborhood stability. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city.

Old Fort Lowell Neighborhood Plan: Does not have any specific policies that provide land use direction for wireless communication. However these Plans support development that protects and enhances the integrity of the neighborhood. Old Fort Lowell Neighborhood Plan states under Residential Policy 1.2.5 that prior to a public hearings for a rezoning, applicant to consult with the Old Fort Lowell Neighborhood Association to review proposal. Also, the site is archeological sensitive and will need to be reviewed by the City of Tucson Historic Preservation Officer. Transportation Policy 5.1.1 direction is to design transportation improvements to minimize impact on historic and other structures in the neighborhood.

Assessment: The proposed seventy (70) feet tall stealth monopine WCF is to be located southwest of the Craycroft Road and Rillito River bridge crossing. The Major Streets and Routes Map identifies Craycroft Road as arterial street and arterial scenic abutting the special exception site. The site is currently developed with a residential home and accessory buildings. The WCF is proposed in the western portion along the southern boundary of the site. The site has native mesquite and other types of mature trees.

A new twelve foot wide utility/access easement is proposed from Craycroft Road to the WCF location. Ground equipment will be enclosed by an eight (8) foot tall masonry slump block wall to match site buildings. The seventy (70) foot tall Stealth monopine will be located inside of the ground equipment masonry wall enclosure lease area of 40' x 21'.

Plans support a stealth design such as the proposed monopine design to help mitigate height and soften the visual view sheds of the WCF from adjacent land uses. Existing contour lines indicate the WCF grade is approximately twelve feet lower than Craycroft Road right-of-way located just south of the Rillito River bridge. Existing vegetation screens the ground equipment lease area of the WCF from adjacent land uses and from Craycroft Road. Ground equipment and enclosure wall color theme to blend with existing on-site land uses.

Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopine, include monopine socks on antennas, and screened by the monopine stealth design. Both monopine and antennas should be painted to complement the natural range of colors on surrounding trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses.

A plan amendment is not required. This request contains adequate information to process.
