Background: This is a special exception land use request for a proposed fifty (50) foot tall stealth monopalm wireless communication facility (WCF) on a C-1 commercial zone site. The proposed site is 2.64 acres and currently undeveloped. It is located approximately 370 feet east of Harrison Road and 106 feet north of Speedway Boulevard. The special exception proposal consists of a 50-foot monopalm structure with an array containing two antennas per sector, with four sectors. The proposed lease area is configured 20' x 20' with three equipment cabinets. The lease area will be enclosed by an eight-foot CMU wall.

According to the Major Streets and Routes Plan, Speedway Boulevard and Harrison Road are designated as arterial streets.

Surrounding Zoning and Land Uses: The proposed WCF special exception is planned on a vacant lot at the northeast corner of Harrison Road and Speedway Boulevard in the C-1 commercial zone. Parcels located to the North are single-family attached residential in the C-1 zone and to the East is an insurance business in the C-1 commercial zone; to the west across Harrison Road is a retail use in the C-1 commercial zone; and to the south across Speedway Boulevard is single-family residential in the R-1 residential zone. The nearest single-family residential home is located directly to the north approximately 160 feet from the proposed WCF site.

Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting on August 19, 2015. Meeting included discussion of visual mitigation of WCF, addition of vegetation surrounding facility, and the potential use of subterranean equipment vault. Applicant was encouraged to reduce height of monopalm from 55 feet to 50 feet so it would fall within a Zoning Examiner Special Exception Procedure. Site is currently not addressed, and should be done prior to PDSD accepting the application.

Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held a neighborhood meeting, on September 16, 2015 from 5:00 PM to 6:00 PM, at the proposed site located at the corner of Speedway Boulevard and Harrison Road. Four people attended the meeting, two from the neighborhood just north of the site and one from a mile and a half away. Neighborhood meeting minutes indicated the area residents had concerns about how WCF would impact health and safety in surrounding areas. A Ward 2 representative was unable to attend the meeting, but contacted applicant for a summary of the meeting.

Land Use Policies: Plan Tucson and the Pantano East Area Plan (PEAP) provide land use guidance for this site. Generally, the Plan supports the requested use when visual impacts, setbacks, and landscaping buffering elements are addressed.

Plan Tucson identifies this area in the Future Growth Scenario Map as a "neighborhood center" category. The Plan supports neighborhood centers with mix of small businesses surrounded by housing and accessed internally and from nearby neighborhoods by pedestrians and bikes friendly streets and by transit. Furthermore, Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF be designed with improved appearances of the above ground utilities and structures and extend access to high-tech wireless communication facilities throughout the city.

The PEAP, in the commercial policy section provides direction for this site. It states new commercial uses should be carefully integrated with surrounding uses.

Analysis: The proposed sixty (50) feet tall stealth monopalm wireless communication facility (WCF) is to be located northeast of the intersection of Speedway Boulevard and Harrison Road, approximately 370 feet east of the Harrison Road right-of-way and 106 feet north of Speedway Boulevard right-of-way. The Major Streets and Routes Map identifies Speedway Boulevard and Harrison Road as arterial streets. The site is currently undeveloped. The WCF is proposed in the eastern portion of the site and is surrounded by significant amount of existing native vegetation.

A new five foot wide utility/access easement is proposed from Speedway Boulevard to the WCF location. Ground equipment will be enclosed by an eight (8) foot tall masonry wall that will be painted to match surrounding development. The fifty (50) foot tall Stealth monopalm will be located inside of the ground equipment masonry wall enclosure lease area of 20' x 20'. The nearest residential use to the proposed monopalm is located approximately 133 feet to the north. A new five foot wide utility/access easement is proposed from Speedway Boulevard to the WCF location.

Plans support a stealth design such as the proposed monopalm design and to help mitigate height and soften the visual view sheds of the WCF from adjacent land uses. Staff suggests additional vegetation and two new live palms surrounding the equipment lease area to help mitigate views and provide visual context. Ground equipment and enclosure wall color theme to blend with existing on-site land uses.

Staff recommends the proposed WCF should be designed to support future collocation, antennas mounted as close to the monopole and screened by the monopalm stealth design. Both monopalm and antennas should be painted to complement the natural range of colors on surrounding trees, to mitigate and minimize visual impacts. Ground equipment shelter (cabinets) and masonry wall to be textured, finished, or painted to compliment the on-site land uses. The request is consistent with Plan Tucson and the Pantano East Area Plan, and as presented the request for a WCF does not require a plan amendment. Staff offers the following special exception conditions for consideration:

1. Any existing on-site palm tree, native tree or landscape planting disturbed during the monopalm construction or ground equipment subterranean vault installation shall be replaced in accordance with the UDC and heat island mitigation;

2. Maximum height of monopalm shall not exceed 50 feet measured to top of monopalm as shown on Preliminary Development Plan dated October 2, 2015;

3. Any graffiti visible from the public right-of-way or area residential development shall be removed within seventy-two (72) hours of observation;

4. Ground equipment to be surrounded by an 8 foot tall CMU masonry wall painted to match surrounding development;

5. Monopalm shall include natural look faux-bark cladding; faux pineapple readily visible in a natural manner; and proposed palm fronds provide a minimum of 55 fronds;

The proposed preliminary development plan is for installation of a new wireless communications facility with a 50-foot tall cell tower disguised as a monopalm with associated ground equipment on vacant property. The facility will be located in the southeast quadrant with little vegetation.
The City of Tucson has been moving toward achieving sustainable development, mitigation of Urban Heat Islands, climate change resiliency and green building principles. In addition to the recently adopted and voter ratified Plan Tucson: Tucson’s General and Sustainability Plan 2013, Mayor and Council endorsed the United Nations Urban Environmental Accords in 2005, adopted the US Mayors’ Climate Protection Agreement in 2006, endorsed the City of Tucson Urban Landscape Framework and adopted the City’s Framework for Advancing Sustainability in 2008.
Surfaces, such as paving from roadways and asphalt parking areas contribute to approximately 40% of impervious surfaces in a city. These impervious surfaces, in turn, contribute to increasing urban heat islands. The unintended consequences expose populations within neighborhoods that are vulnerable during extreme heat events; and also increasing energy use due to the need to cool homes and facilities. Limiting heat-absorbent paved surfaces, increasing reflectivity of these paved surfaces, providing shade (trees and/or shade structures) or pervious surfaces mitigate the heat absorption quality of dark pavement. The City encourages developers to work with staff to apply best management practices to mitigate urban heat island effects, reduce energy consumption and work towards community resiliency.

2) GI6: Protect, restore, enhance, and manage trees for their long-term health, including providing guidance on proper planting, care and maintenance.
2. Targets in the U.S. Mayors Climate Protection Agreement applicable to this site include:
C.5. Make energy efficiency a priority through building code improvements, retrofitting city facilities with energy efficient lighting and urging employees to conserve energy and save money;
C.7. Practice and promote sustainable building practices using the U.S. Green building Council’s LEED program or a similar system;
C.10. Maintain healthy urban forests; promote tree planting to increase shading and to absorb CO2
The following conditions of rezoning are requested for this project:
1. Building structures shall include roofing material certified as a cool roof by the Cool Roof Rating Council or Energy Star rated per the Environmental Protection Agency; solar panels are an acceptable alternative.
2. Paving material: Provide light colored vehicular paving materials, such as concrete or cool paving coating over asphaltic surfaces. Porous paving or porous pavers would also be an acceptable alternative.
3. If mature trees cannot be preserved in place and need to be removed, one of the following mitigation measures can be applied:
a) trees are to be assessed for replacement value using an acceptable assessment methodology (International Society of Aborist); funds set aside in a Tree Bank to be used for revegetation/landscape enhancement and/or improvements within street rights-of-way, or within common space areas within the neighborhood association;
b) the following replacement to be in addition to the required landscape
1) Trunk diameter 0-6” = replace with 3 trees, minimum 15 gal.
2) Trunk diameter >6” – 8” = replace with 4 trees, minimum 15 gal.
3) Trunk diameter >8” = replace with 5 trees, minimum 15 gal.
