07/13/2015 | MPADILL1 | COMMUNITY PLANNING | REVIEW | Completed | DEPARTMENT OF PLANNING & DEVELOPMENT SERVICES SE-15-35 Verizon - Mission Road MH-1 Zone, Special Exception Santa Cruz Area Plan and the Plan Tucson 7/08/15 IPC MP This proposal is for a special exception use in the MH-1 Mobile Home zone, to allow a wireless communication facility (WCF). Site is developed with a mobile home park with 401 spaces on 71.50-acres. Proposed location of monopole is centralized in proximity to the clubhouse pool area. The applicant is proposing to replace an existing twenty-two (22) foot tall private street light pole and replace it with a thirty-seven (37) foot tall monopole that will include two lights (single mount) to the monopole, two flush mounted antennas and a temporary microwave antenna. The ground equipment will be located within an open 5' X 10' lease area. Ground equipment is a single sunwest cabinet mounted to a pre-cast concrete slab. A ten foot wide access and utility easement will be provided from Mission Road, a scenic arterial street. Proposed monopole is approximately 1,100 feet east of Mission Road. The nearest residential (mobile home space) unit within the mobile home park is approximately fifty feet to the west. Surrounding Land Uses and Zoning-The surrounding land uses and zones are; to the north is zoned MH-1 development with a mobile home park; to the east is zoned R-1 developed with a single-family detached site built homes; to the south is zoned RV (Recreational Vehicle) and O-3 Office zone, developed with an RV Park and a religious facility respectfully; and to the west is zoned MH-1 and developed with a public school complex. Land Use Area Plan Summary-The site is within the bounds of the Santa Cruz Area Plan, however, no specific policy direction is provided for communication cell tower facilities. Policy direction is provided by Plan Tucson. Plan Tucson - Plan Tucson identifies this area in the Future Growth Scenario Map as a "mixed-use corridor" category. The Plan supports providing a higher-intensity mix of jobs, services, and housing along major streets. Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF to be designed with improved appearances of the above ground structures and utilities, and extend access to high-tech wireless communication facilities throughout the city. Analysis - The applicant is proposing to extend the height of the existing private light pole from 22 feet to 37 feet, adding 15 feet to the height. Monopole will be 37 feet tall with two flush mounted antennas and one temporary microwave antenna. In addition the monopole will also have a single mounted light with two lighting elements as held by previous light pole. The 5' X 10' open ground lease area will have one enclosed cabinet with a height of 5 feet. Location of the monopole and ground equipment is to be in a centralized area of the mobile home park and in the proximity of the clubhouse and pool area. Two existing trees in the immediate area will be kept in place and they measure 26 feet and 18 feet in height. The 28 foot tall tree is approximately 10 feet from the monopole and 5 feet from the ground equipment. Staff recommends these trees be protected in place during construction of monopole installation. Proposed location will have minor visibility from adjacent arterial streets and adjacent land use developments. On-site mobile home unit within the park is approximately fifty feet to the west of the proposed monopole. Staff acknowledges that it is difficult to disguise a monopole. Mitigation measures supported by staff include; antennas and other attachments to be painted to match the existing on-site structures of the common area/clubhouse color(s), which help minimize visual impacts. Given that the monopole will be disguised as a street lamp with two flush mounted antennas and the ground equipment is minimal in a 5' X 10' open lease area with a single cabinet at a height of five feet, the proposed monopole should not significantly change existing view sheds. The proposal is consistent with land use plan policies, and does not require a plan amendment. Recommendation - Based on the application the preliminary site plan, sufficient information has been provided to determine that the proposed project is in substantial compliance with Plan policies and a Plan amendment is not required. Staff will review plans for this proposal based on but not limited to location of the monopole and ground equipment on the site, color of monopole, massing and scale of antenna arrays, and compatibility of ground equipment.
