Plan Tucson and Sewell/Hudlow Neighborhood Plan

Background: This proposal is for a special exception use in the C-2 commercial zone to allow a sixty (60) foot tall monopole wireless communication facility (WCF) with twelve (12) antennas, in a monopalm stealth design. Associated ground equipment will be within a 20' x 24' lease area enclosed inside a mini-storage unit. The site is at 7070 E Speedway Bouleavard is located 185 feet south of the Speedway Boulevard and 450 feet west of the Kolb Road. An eight foot wide access and utility easement will be provided from Green Hills Avenue to the wireless communication facility. The WCF site is proposed adjacent to single-family residential homes to the south and west. The nearest single-family residential home is located directly to the west approximately 250 feet from the proposed WCF site.

According to the Major Streets and Routes Plan, Speedway Boulevard is designated an Arterial Street and Kolb Road is designated a Gateway Arterial Street.

Surrounding Zoning and Land Uses: The proposed special exception (WCF) site is developed with a mini-storage land use in the C-2 commercial zone. To the North and East are commercial retail and auto service land uses in the C-2 commercial zone; to the west across Green Hills Avenue are single-family residential uses in the R-1 residential zone; to the south across an alley are single-family residential uses in the R-1 residential zone. The nearest single-family residential zoned and developed land is located directly to the west, at approximately 200 feet.
The nearest single-family residential home is located directly to the west approximately 250 feet from the proposed WCF site.


Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting on April 15, 2015. Meeting discussions included discussion of distance from gateway arterial roads, site vehicular maneuverability, and how to better mitigate visual impact on surrounding development. Applicant was asked to use additional faux palms to help mitigate visual impact.

Neighborhood Meeting: The applicant held a neighborhood meeting on May 18, 2015 at 4:00 PM at the site of the WCF. Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, neighborhood meeting summary, and sign-in sheet. Four people total were in attendance. Three of the persons were in opposition of the monopalm. Reasons cited were health concerns and visual aspects. The last attendee was a representative from the Ward 2 office.

Land Use Policies: Policy direction is provided by the Sewell/Hudlow Neighborhood Plan (SHNP), and the Plan Tucson, as it relates to wireless communication facilities.

Plan Tucson, as stated in Chapter 3, the Built Environment, under Guidelines LT28.1.2 and LT28.1.3, stating that telecommunication facilities should maintain and minimize visual impacts and preserve views. Further stating, to improve the appearance of above-ground utilities and structures, located throughout the city. Minimizing visual impacts are a prime consideration during the review process.

The nonresidential policy section of the SWNP provides the following policy direction for this site. Nonresidential uses should be located along designated major streets as shown on Land Use Development Maps. New nonresidential uses should be carefully integrated with surrounding uses by providing common access points and parking, and common amenities such as landscaping and walls.

Assessment: The applicant proposes a wireless communication facility within an existing self-storage facility located at 7070 E. Speedway Boulevard, in the C-2 commercial zone. The applicant is proposing to install a monopole at a height of sixty (60) feet in the form of a stealth monopalm and associated ground equipment area. A portion of one self-storage unit will be utilized for the installation of the proposed ground equipment. The existing walls will be reinforced and water-proofed.

Staff acknowledges that it is difficult to disguise a sixty (60) foot tall monopole. However, the monopalm stealth design concept does a decent job to reduce visual impacts. In addition the ground level equipment will be screened and placed within the existing on-site self-storage unit buildings. Staff recommends submittal to include building elevations of existing building(s) to document texture and color of the proposed ground equipment lease area wall will match existing buildings. Mitigation measures supported by staff will include but not limited to; antennas and other attachments to be painted to minimize visual impacts. In addition, staff suggests a small cluster of faux palms adjacent to the area of the monopalm to minimize visual impacts. Currently there are no palms or other type of vegetation nearby to help provide context for the monopalm. Any potential noise levels to be generated by ground equipment, including stand-by generators, will need to be addressed on the required Design Compatibility Report.

The nearest residential neighborhood is located adjacent to the self-storage facility and directly west at approximately 200 feet from the proposed monopalm WCF site. Applicant to address issues of compatibility and view sheds from adjacent residential neighborhood. The required compatibility report to address issues such as but not limited to: stealth design (color, texture, density of fronds etc.), noise mitigation for ground equipment, access and parking space for technician. At the time of full special exception submittal applicant to address applicable policy compliance with the general direction of Plan Tucson and the Sewell/Hudlow Neighborhood Plan. In addition, staff will recommend that any future graffiti visible from the public right-of-way be removed within seventy-two hours of observation. Staff acknowledges that the proposed WCF will help improve telecom services to the established neighborhoods and businesses in the area. The request will be required to be consistent with the Sewell Hudlow Neighborhood Plan and Plan Tucson. As presented, the request for a WCF does not require a plan amendment.Staff recommends that the rezoning application be distributed for further processing.

Engineering has reviewed the proposed Special Exception application documentation for the proposed 60-foot monopalm wireless communication facility with associated equipment at the north-central portion of the parcel. The proposed improvement is located within a site that is appears to be impacted by jurisdictional floodplains within Green Hills Av and potentially Kolb Rd. The City has limited hydrologic data for this floodplain. The site is already developed and there does not appear to be any proposed disturbance of existing vegetation for this proposed project.

The following conditions shall be addressed during development package review, and will be required for approval of the Special Exception. Engineering advises the following based on Technical Manual Section 4-04.2.3.1 and Tucson Code Section 26-11:
1) Either provide one of the following:
a. a hydrology report for these floodplain areas impacting the parcel, that includes the floodplain limits on the parcel and depth of jurisdictional flood. Show on plans that all equipment for the proposed structure is elevated a minimum of 1-ft above 100-year flood elevation per hydrology report, if located in the jurisdictional floodplain.
b. If a hydrology report is not provided, show on plans that all equipment for the proposed structure is elevated a minimum of 2-ft above natural grade.
2) If the proposed project is determined to be located in a jurisdictional floodplain (or if a hydrology report is not proposed to be submitted), a floodplain use permit application would be required at time of permitting.
3) Add a Flood Zone Note on a sheet that sates the project is located in local jurisdictional floodplain, on FIRM 2302L FEMA flood zone X unshaded, and / or other flood information as applicable.
4) Clarify total disturbance area for the project on plans.
5) Provide recordation information for any required access easement on the plans for the submittal review.
