Associated ground equipment will be within a 10' x 20' lease area enclosed inside a mini-storage unit. The site is at 8801 E. Tanque Verde Road approximately 410 feet west of Bear Canyon Road and 585 feet north of Tanque Verde Road. A twelve foot wide access and utility easement will be provided from Tanque Verde Road to the wireless communication facility. The WCF site is proposed adjacent to single-family residential homes to the north and west. The single-family residential complex to the west has multiple homes with the nearest residence located approximately 260 feet from the WCF site. According to the Major Streets and Routes Plan, Tanque Verde Road and Bear Canyon Road are designated scenic arterial streets. Surrounding Zoning and Land Uses: The proposed special exception (WCF) site is currently developed with a mini-storage land use in the C-1 commercial zone. To the east and south are developed with retail uses in the C-1 commercial zone, to the north is a large lot single-family home developed in the R-3 residential zone, and to the southwest are single-family residential rental homes developed in the C-1 commercial zone, and to the west is single-family residential developed in the SR residential zone. The nearest single-family residential zoned and developed land is located directly to the north, at approximately 70 feet. The nearest single-family residence is approximately 260 feet to the west of the proposed WCF site Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting on April 1, 2015. Meeting discussions included discussion of the reduction of monopole height, distance from scenic arterial roads, site vehicular maneuverability, and how to better mitigate visual impact on surrounding development. Applicant was asked to use two to three live palms to help mitigate visual impact and place those at the bottom of the basin. Neighborhood Meeting: The applicant held a neighborhood meeting on May 18, 2015 from 6:00 PM to 6:40 PM at Kirk Bear Canyon Library. Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. Two people were in attendance to discuss location, height, and additional coverage. Both were interested in how it would increase their existing coverage as T-Mobile customers. Land Use Policies: Policy direction is provided by the Bear Canyon Neighborhood Plan (BCNB), and the Plan Tucson, as it relates to wireless communication facilities. Plan Tucson, as stated in Chapter 3, the Built Environment, under Guidelines LT28.1.2 and LT28.1.3, stating that telecommunication facilities should maintain and minimize visual impacts and preserve views. Further stating, to improve the appearance of above-ground utilities and structures, located throughout the city. Minimizing visual impacts are a prime consideration during the review process. The BCNB, the non-residential policy section provides direction for this site, which is currently defined to have a commercial land use. It states commercial uses should be located at the intersection of major streets, or where commercial uses already exist. Additionally, it states new commercial uses should be carefully integrated with surrounding uses and provide for the nonresidential needs of the area. Analysis: The applicant proposes a wireless communication facility (WCF) at 8801 E. Tanque Verde Road, a land parcel zoned C-1 commercial and developed with a mini-storage use. The applicant is proposing to install a monopalm at a height of seventy-five (75') feet to top of fronds, in the form of stealth monopalm with six antennas to have antennas socks to improve concealment of antennas. The proposed ground equipment will be within a lease area of 20' x 10' and placed in an existing mini-storage unit. Center of monopole (monopalm) is approximately seventy (70) feet from north property line and approximately 265 feet from adjacent single-family residential buildings to the west. There are no plans for a backup generator on-site. The special exception site is located within the "mixed-use corridor" area identified in Plan Tucson. The Plan supports providing a higher-intensity mix of jobs, services, and housing along major streets. Specific direction is provided in Chapter 3 - The Built Environment, under Guidelines LT28.1.2 and LT28.1.3. These policies support telecommunication facilities when they are installed and maintained to minimize visual impact and preserve views, and their design improves the appearance of above ground utilities and structures. Staff acknowledges that it is difficult to disguise a seventy-five (75) foot tall stealth WCF monopalm. The WCF monopalm stealth design minimizes and mitigates visual impacts to view sheds. The ground level equipment will be screened from adjacent properties by being located within a mini-storage unit. Mitigation measures supported by staff will include but not limited to; antennas and other attachments to be painted to maximize stealth design and reduce visual impacts. As supported by staff, applicant has indicated on the color photo-simulations, the addition of two live palms to help mitigate visual impact. Future site plans must address this and shall include location of live palms to be planted. The special exception submittal addresses compatibility issues and will be subject to being consistent with the general direction of the applicable Plans. Staff acknowledges that the proposed WCF tower will help improve telecom services to the established neighborhoods and businesses in the area. The proposal is in general compliance with the Bear Canyon Neighborhood Plan and Plan Tucson, and does not require a plan amendment. Staff recommends that the rezoning application be distributed for further processing. Staff offers the following special exception conditions for consideration: 1. Any existing on-site palm tree, native tree or landscape planting disturbed during the monopole height extension or ground equipment installation shall be replaced in accordance with the UDC and heat island mitigation; " PT, Chapter 3, The Built Environment, Set 1 All Developments, Guidelines - LT28.1.2, and LT28.1.3. The Preliminary Development Plan appears to have adequate Engineering related information to be forwarded to the rezoning examiner. Future comments will be forth coming upon review of the development plan package. No special conditions are offered. The following will be reviewed at development plan package submittal: 1. A drainage report/statement is required with the development package submittal due to the encroachment within the existing detention/retention basin. The report must verify that the required Stormwater runoff volumes that were required under the master drainage report of the site are still being meet with the build out of the area and proposed walls. 2.
