03/20/2015 | MPADILL1 | COMMUNITY PLANNING | REVIEW | Completed | PLANNING & DEVELOPMENT SERVICES SE-15-12 IPC Verizon - San Juan Trail MH-1 Plan Tucson and Tumamoc Area Plan 03/17/15 MP Background: This is a special exception land use request in a MH-1 mobile home residential zone, to allow the installation and operation of a wireless communications facility (WCF) consisting of a monopole communication tower with twelve (12) antennas, at a height of fifty (50) feet, including an unmanned pre-fabricated ground equipment shelter, located within a 22' X 48' lease area. The proposed WCF site will be located at the northeast corner of San Juan Trail and Greasewood Road, at the address of 2355 W. San Juan Trail. The special exception request is proposed on a parcel developed with two lattice towers (radio antennas) with each tower approximately 260 feet in height. The applicant is proposing to locate the WCF ground equipment within an area screened by an eight (8) foot tall masonry wall. The proposed 48kW diesel driven generator will be on a concrete pad located within the masonry screen wall. A twelve foot wide access easement for the WCF site will be provided from San Juan Trail. Access easement passes under one of the radio tower guy wires which anchor's the tower to the ground. The nearest residential unit is located approximately four hundred feet to the north of the proposed WCF site. According to the Major Streets and Routes Plan, San Juan Trail and Greasewood Road are both designated as collector streets. Surrounding Zoning and Land Uses: Surrounding the WCF site to the north, east, south (across San Juan Trail), and west across Greasewood Road is developed with low to medium density residential with a mix of site built homes and mobile homes, in the MH-1 mobile home zone. Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting on October 29, 2014. Meeting discussions included how to mitigate noise impact from proposed outdoor diesel generator. In addition, applicant was asked to consider a saguaro stealth design, color theme and stealth design to minimize visual impacts to surrounding land uses. Applicant was informed to address these issues in the Design Compatibility Report (DCR) at the time of special exception submittal. Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held a neighborhood meeting, on February 19, 2015 from 5:00 PM to 6:00 PM, at the Archer Center located at 1665 S. La Cholla Boulevard. Two area residents attended the meeting. Neighborhood meeting minutes indicated the area residents were interested in the location of the WCF and minutes indicate they were not in opposition of the WCF special exception request. Land Use Policies: The Tumamoc Area Plan and the Plan Tucson both provide land use guidance for this site. Generally, the Plans support the requested use when visual impacts, setbacks, and landscaping and buffering elements are addressed. The proposed WCF site is in the Tumamoc Area Plan, within subarea six (6), which supports suburban to mid-suburban residential density, with a cap at three (3) units per acres. General Policy 5, requires a Design Compatibility Report, as appropriate. Plan Tucson identifies this area in the Future Growth Scenario Map as an "existing neighborhood" category. The Plan supports existing neighborhoods and commercial districts to encourage new services and amenities that contribute further to neighborhood stability. Plan Tucson, guidelines LT28.1.2, supports telecommunication facilities to be installed and maintained to minimize visual impact and preserve views. LT28.1.3 states that WCF to be designed with improved appearances of the above ground structures and utilities, and extend access to high-tech wireless communication facilities throughout the city. Assessment: The WCF location is being proposed at the northeast corner of West San Juan Trail and South Greasewood Road, both collector streets, with Greasewood Boulevard between 36th Street and Starr Pass Boulevard, approximately one-half mile south of Starr Pass Boulevard, an arterial street and one of the main routes into the Tucson Mountain Park. In addition, the Major Streets and Routes Plan shows Greasewood Road, between Starr Pass Boulevard and 36th Street, identified as a Special Engineering Plan (SP), Map # R-80-04. The existing radio/tv communication towers and ground facility were installed on existing grade. The site has a grade slope of approximately twenty feet and the towers were installed in areas with relatively level grade. The proposed WCF will be in close proximity to the northern most existing radio/tv tower. The proposed WCF site will sit at an elevation of approximately 20 feet above the San Juan Trail street level. The surrounding mountain terrain puts the WCF at a high visibility with the residential land uses located to the south across San Juan Trail and to some extend to the north. The two existing radio/tv towers are approximately two hundred and sixty (260) feet in height and are at a greater verticality than the WCF installation. The existing radio/tv towers are a sort of landmark for the area and are highly visible from every direction to area residents. Staff recommends the site be designed to support future collocation, antennas mounted as close to the monopalm as possible. Both monopalm and antennas shall be painted to minimize visual impacts, and ground equipment shelter (cabinets) and enclosure masonry wall painted to compliment the natural desert terrain of the area. The design compatibility report (DCR) provides a street view (photo simulation) of the stealth monopalm, and addresses noise mitigation for the on-site back-up diesel generator, color theme to be desert earth tone for ground equipment enclosure. The existing on-site dirt road used to service the exiting radio/tv towers will also function as the access easement for the WCF. Staff supports the stealth design, but the applicant should also consider the saguaro design verses the palm tree design for this part of the rugged Tucson Mountain terrain area.
