The permit valuation for the improvements exceeds fifty percent of the value of the structure. In order to approve the permit one of the following must be provided and approved.
1. Provide a qualified contractor's estimate for all of the work. The estimated cost must include all materials and labor. The estimate must be less than fifty percent of the value of the existing structure.
2. Provide a hydrology and hydraulic report along with an elevation certificate establishing the house is a conforming structure.
3. Provide an appraisal for the existing structure along with the contractor's estimate of the work. The appraisal must address the value of the existing permitted structure, separately from the unpermitted structure.
