SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the Floodplain Use Permit and Preliminary Drainage Report for the above referenced property and does not recommend approval of the Floodplain Use Permit at this time.

The subject property is located within a mapped regulatory 100-year floodplain per the submitted Preliminary Drainage Report the following information is required prior to floodplain approval:

FLOODPLAIN USE PERMIT:

1) TSM Sec.4-04.2.3.1.4.D: Provide a CD with the HEC-RAS and HEC-HMS modeling for the floodplain delineation, storm drain profiles, and the basin routing models for a complete review of the model input values and any errors that were provided from the output. A computer CD is a requirement of CDRC submittal and should include the complete Drainage Report and the modeling.

2) TSM Sec.4-04.2.3.1.4.C.1: Revise the Drainage Report to delineate the existing 100-year floodplain limits on the existing drainage area map, include the water surface elevations.

3) TSM Sec.4-04.2.3.1.4.A: Revise the Drainage Report to provide the referenced Technical Policies, TECH-015 and TECH-018, as appendices. Both policies are part of the Regional Flood Control Districts and are not the City of Tucson and must be submitted for review.

4) TSM Sec.4-03.3.5.1: Revise the Drainage Report to provide percolation rates for the underground stormtech system and proposed drywell for 5-year threshold to show that the drain down time meets the maximum per the referenced section.

5) TSM Sec.4-04.2.3.1.4.A: Revise the Drainage Report and Appendix V for the pipe calculations so that they are readable. Appendix V is unreadable due to the formatting and could not be reviewed to ensure conformance with the Design Manual.

6) TSM Sec.4-04.2.3.1.4.A: Revise the Drainage Report and Appendix VI so that the existing drainage report (Reference 2) is readable.

7) TSM Sec.4-04.2.3.1.4.C.4: Revise the Drainage Report and existing drainage area map along with the post drainage area map to tabulate the drainage area keys to include the Q100 cfs for each area key. Provide Q100 at all concentration points (to include the 22nd Street and Houghton Road storm drains).

8) TSM Sec.4-03.3.5.5: Dry wells are highly discouraged due to substantial drywell failure within the City of Tucson. Revise the Drainage Report to include discussion on all requirements within TSM Sec.4-03.3.5.5 and TSM Sec.4-04.14.5 (1-10) for all systems which utilize a method of subsurface disposal, i.e. dry well with the Envibro system. The Drainage Report must meet or exceed the minimum criteria within both Technical Standards.

9) Floodplain Ordinance Tucson Code Section 26-10(c) states: The design of a detention or retention system, as reviewed and approved by the city engineer, shall include consideration of the degree of existing development within the basin and the capacity of the downstream drainage facilities. The systems will be designed with strict conformance to the public's health, safety and welfare. The effects of recharging storm runoff and possible pollution of the groundwater shall be evaluated for all systems employing infiltration systems, such as dry wells, in order to prevent contamination of the groundwater aquifer. The more technical requirements are listed in the City's drainage manual TSM Sec.4-04.14.5. For review of a project a revised Drainage Report discussing and showing that the proposed dry well conforms to items 1-10 of this section.

10) TSM Sec.4-04.14.5: Provide a Geotechnical Report that specifically addresses each item 1-10 in the Stormwater-Infiltration Systems Section to insure that all of the minimum criteria are met for this type of subsurface disposal system.

11) TSM Sec.4-04.14.2.6: The results of the required 30-foot-deep boring should be examined to determine possible causes of slow infiltration or engineering measures needed to ensure infiltration. Threshold retention requirements may be waived in certain cases when stormwater retention is not feasible due to constraints imposed by subsurface conditions. In such cases detention criteria may be imposed in lieu of threshold retention requirements.

12) Provide manufacture recommendations for maintenance of the underground stormwater retention system. Revise the drainage report to show that maintenance of the dry wells and underground stormwater retention systems meets the recommendations of the manufacture.
