SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The main concern is that comments and recommendations from the geotechnical report be incorporated into the construction of this project. I have listed comments made on the 2nd submittal of the development package in this comment memo since the development package has been made a part of this submittal. When the development package is accepted and the updated plan included with the next T15CM07324 submittal this package will be accepted by engineering. The following items need to be addressed:
1) Per page 3 of the Geotechnical report there is existing fill, 5 to 7 feet deep, that was placed on this site in an uncontrolled manner. Based on field and laboratory test results this existing fill is not considered suitable for any type of structural support on the project. Please add a general note to ensure this fill is removed or disposed of or replaced per geotechnical recommendations.
2) Per pages 4, 6 and 10 of the Geotechnical report because of potential expansive characteristics of the on-site soils, a minimum depth of 14 inches of approved imported low volume change materials along with 4 inches of aggregate base course should be placed beneath interior floor slabs as specified in the earthwork section of said report. Over excavation of 18" beneath the 14 inches of approved imported low volume change material is required. Please add a general note and update the cross sectional detail 1/2 on sheet 2 of the development package showing how this will be accomplished. This should include a minimum pad extension of five feet beyond the proposed perimeter of the building walls and any exterior columns per the earthwork section of the report.
3) Per page 8 of the geotechnical report, in areas where sidewalks or paving do not immediately adjoin the structure, protective slopes need to be provided with a minimum grade of 5% for at least 10 feet from perimeter walls. Please add a general note and update cross sectional detail section 1/2 on sheet 2 of the development package showing how this will be accomplished in the 12' existing landscape area adjoining the proposed building site. It is acknowledged that Exhibit A-1 from the geotechnical report shows an existing 10' landscape street border to remain.
4) Per page 13 of the geotechnical report all concrete for rigid pavements should have a minimum 28-day compressive strength of 4,000 psi, and be placed with a maximum slump of 4 inches. Please add a detail such that it takes precedence over general note 16 on the development plan that only requires 3,000 psi concrete unless otherwise noted. This must be noted as a general note.
5) The existence of an underground electric line located near the proposed building site and sometimes outside of the 10 foot electric easement raises concerns about damage to this line or conflict during excavation of a footing for a pad that per the geotechnical report is supposed to extend 5 feet beyond the proposed perimeter of any building walls or exterior columns. Please address with a detail for footing and foundation with electric line in a cross section.
6) Please show an upstream/downstream invert elevation for the SD 205 outlet from the Basin 1 where the 0.2 cfs is being discharged. Please note that sheet 4 of the development package shows a 0.2 cfs discharge from this basin and sheet 5 of the development package shows a 2.3 cfs discharge from this basin. Please clarify to reflect the drainage report calculations. See AM 2-06.4.9N4 for code requirement.

11/10/2015 ROBERT SHERRY MECHANICAL-COMMERCIAL REVIEW Reqs Change 1. All construction documents submitted to the City of Tucson become part of the public record when the permit is issued. The car wash process equipment plans are noted as being confidential and proprietary information belonging to the equipment manufacturer. Remove the manufacturer's drawings from the drawing set; provide non-proprietary drawings to show how the process equipment is to be connected to the building systems. The submitted non-proprietary documents shall clearly show how the installation of the process equipment will comply with the provisions of the applicable codes and ordinances. Reference: Section 107.2.1, IBC 2012.
2. Demonstrate energy code compliance for the building envelope using calculations based on the current code (e.g. COMcheck). Reference: Sections C101.3, C101.5, C103.2, C303, and C401.2, International Energy Conservation Code 2012.
3. Update the Mechanical Compliance Report to correspond to the current energy conservation code (i.e. the 2012 IECC does not have 8 Chapters). Reference: Section C103.3, International Energy Conservation Code 2012.
4. Provide heating and cooling load calculations that justify the capacities of the heating and cooling equipment specified for the project. Reference: Sections C403.2.1 and C403.2.2, IECC 2012, and Section 312.1, IMC 2012.
5. Show that the rooftop unit has a thermostatic control that provides for off-hour and set-back control, automatic shutdown and start-up control and, if the control does not require manual changeover from the heating and cooling modes, restricts set point overlap. Reference: Section C403.2.4, IECC 2012.
6. Revise the sequence of operation for the exhaust fan serving the restroom adjoining the office so that all of the air supplied to the restroom will be exhausted (i.e. the fan shall run whenever air is supplied to the restroom even if the restroom lights are off). Reference: Section 403.2.1 (4), IMC 2012.
11/10/2015 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change 1. Clarify the installation of the backflow preventers in the drains from two of the reclaim holding tanks: did you intend to install backwater valves? Reference: Section 303.2, IPC 2012.
2. Provide an automatic faucet for the lavatory, dispensing a maximum of 0.25 gallons per metering cycle. Verify that the automatic faucet will operate for a minimum time of 10-seconds. Reference: Section 416.6, IPC 2012, as amended by the City of Tucson and Section 606.4, ICC/ANSI A117.1-03.
3. Verify that all of the vents (except for vents serving interceptors located outdoors) rise vertically to at least 6" above the flood rims of the fixtures they protect prior to running horizontally. Reference: Section 905.4, IPC 2012.
4. Revise the roof drain calculations to include the effect of any vertical walls that can divert rainfall onto the roof. Reference: Section 1106.4, IPC 2012.
5. The size of the secondary (overflow) roof drains shall be calculated per Section 1106, IPC 2012 and shall be capable of draining the roof in the event that the primary roof drains are totally blocked. Reference: Sections 1101, 1106 and 1108, IPC 2012, and Sections 1611.1 and 1611.3, IBC 2012.
