COMMENTS:

01. Zoning has reviewed the building plans for the Russell Townhouse Development. Zoning could not verify if the building footprints or building height were consistent with the proposed tentative plat drawings at this because a copy of the TP was not included with the Building set.

02. For consistency with the Tentative Plat site drawing ensure that the architectural site plan includes the building setbacks as noted on the TP site plan. The following shall be used as for calculating the street perimeter building setbacks.

Stone Avenue building setback shall be measured from the future back of curb location. The setback requirement is based on the greatest of 21 feet or the height of the wall adjacent to the Stone Avenue frontage.

(Stone Avenue is one of a few of the major streets on the Major Streets and Routes Map that allows for parking on the street. As long as on-street parking is allowed, the building setback can be measured from the nearest edge of travel lane. However it is also a major street that has not been widened to its maximum Right of Way width as noted by the MS&R map. At this time is not clear that Stone will be widened further. Refer to the Engineering Consultant that is working on the tentative plat for resolution on this item. For now, add a building setback to the buildings that face Stone Avenue from the nearest edge of travel lane.)

The street building setback from 16th street is to be based on the greatest of 21 feet or the height of the walls facing the 16th Street frontage. The setback shall be measured from the nearest edge of travel lane.

If the ADT for Russell Avenue is 0 to 140, the street building setback from Russell Avenue is to be measured based on the greatest of

a. five (5) feet - The setback is measured from the back of existing curb or future curb location,

b. ½ the height - The setback is measured from the back of existing curb or future curb location. ,

c. 1 foot - The setback is measured from the property line or from the nearest edge of the sidewalk or future sidewalk location.

Based on the architectural site plan it appears that the buildings have been designed to meet the required setbacks as noted above. But the building setbacks should be labeled on the site for verification.

03. Include as reference, a copy of the most recent TP if it is not approved by the time the next building submittal is made. The will have the setback information and shall be used to compare the required building setbacks based on the building heights.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed New Town Homes. The critical items from the Previous Development Plan Package (DP15-0139) review is the placement of the dumpster and potentially the design to drain towards Russell Avenue. Approval of the new Town Homes will be dependent on successful resolution of the comments made on the Development Pack Review The following items need to be addressed:
1) Per TSM 8-01.5.3A, the service access for the dumpster should be from within the development. Please update sheet AC1.0.
2) Per TSM 8-01.5.3B, a minimum safe access and operations area of 14 feet by 40 feet, with a minimum vertical clearance of 25 feet, shall be provided in front of each enclosure. Please revise sheet AC1.0 to show an alternative dumpster location where a minimum 40 feet safe access area is available. The current plan only shows a 26.4 foot pavement width where a private carport and wrought iron fence is located beyond the pavement and precludes the 40 feet safe access area.
3) Per TSM 7-01.3.3B and TSM 7-01.4.3C5 the concrete sidewalk must be directly connected to the dumpster area. The existing asphalt surface within Russell Avenue will not meet code. Please update sheet AC1.0.
4) Per TSM 7-01.4.1E and TSM 7-01.4.3E the sidewalks must be free of all discharges of up to and including a ten-year frequency flood event. Please show where roof drainage is conveyed under the sidewalk on sheet AC1.0.
5) Per AM 2-06.4.9T show how dumpster collection vehicles will be able to maneuver to collect trash on sheet AC1.0.
6) Per TSM 7-01.4.3A all sidewalk access must be a minimum 4 feet wide. Please update the access to the back of unit C2 and any other sidewalk accesses that are less than 4 feet wide. While Site plan keynote 02 calls out sidewalk width as 5' it does not scale to this dimension. Please update plan layout to match 5' callout by keynote 02.
7) Per AM 2-06.4.3 please provide the development plan number DP15-0139.
8) Per TSM 10.01.9.0 Figure 6 please callout a minimum curb radius of 25' for a PAAL/driveway connection to an arterial street (ie. Stone Avenue).
9) Per UDC7.4.6D2c the on street parking shown on sheet AC1.0 must be approved by the traffic engineer. Please provide approval from TDOT with your next submittal.
