SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Please note that a drainage statement was submitted with this plan set. Per AM 2-06.4.9N this should be submitted with the Development Package (DP15-0153). Please submit a copy of this report with the next submittal of the Development Package along with the response to the other comments issued.
2) Per AM 2-06.4.3 please update the "index to drawing" to show the "DP15-0136 (Sheet 3 of 9)" number instead of "DP3 of 9" under sheet number for number 2. This should then be noted as per separate plan set.
3) Per AM 2-06.2.3 this is a related review and the development plan package, DP15-153, will need to be approved prior to or concurrently with approval of this activity number T15CM06270.
4) Per TSM 7-01.4.3E please update Exterior elevation note 13 on sheet A2.1 to indicate that the roof downspout is to be discharged beneath the sidewalk/pedestrian way.

This letter reflects comments to be addressed. The purpose of this review is to verify compliance to the 2012 International Building Code and local amendments. Plans must be of sufficient clarity to indicate the location, nature and extent of the work proposed, 102.2.1. In order to facilitate a shorter back check time, we request that you please provide two complete sets of revised plans and calculations, along with a written response to each of the noted items indicating action taken. Other comment references may be derived from additional codes and standards adopted by The City of Tucson. All features have been checked only to the extent allowed by the submittals provided for review. All portions of this project are assumed to meet other departmental requirements, conditions and concerns before permit approval.

Sheet TS1:
1. Please clarify on the site plan which of the two shaded (new) buildings indicated will apply to this project.
2. Provide the minimum accessible parking necessary for the quantity of parking spaces provided, 1106.1.
3. Please specify the distance between the proposed building and the adjoining property lines or imaginary property lines used to determine fire separation distance in accordance with Table 602.
4. Please correct the code year specified for the National Electric Code to the currently adopted version of 2011.

Reference: Section 107.2.1, IBC 2012.
10/01/2015 ROBERT SHERRY MECHANICAL-COMMERCIAL REVIEW Reqs Change 1. Revise the energy code analysis for the building envelope, coordinating the building components used in the analysis with those shown on the drawing (e.g. the COMcheck envelope compliance certificate is based on 8" concrete block walls with wood furring and R-11 cavity insulation but the drawings call for wood stud walls with no insulation at this time). If the energy code compliance is meant to apply to the building after the tenant improvements, specify the insulation requirements that will have to be installed at that time to justify the energy efficiency of the building as shown in the COMcheck envelope compliance certificate. Reference: Section C303.1, IECC 2012, as amended by the City of Tucson.
2. None of the fenestration components (doors and glazing) have NFRC product ratings. Provide NFRC fenestration product ratings for the U-factor and the SHGC values on COMcheck or use the appropriate default U-factor and SHGC values from Tables C303.1.3 (1), C303.1.3 (2) and C303.1.3.(3), IECC 2012. For site assembled commercial products, the NFRC component modeling approach program enables commercial window manufacturers to produce bid reports to prove energy performance prior to being awarded a job and provide finalized label certificates once the product has been installed. Reference: Section C303.1.3, IECC 2012.
3. Economizers are not required for simple HVAC systems that are expected to operate less than 20 hours per week. If the energy code compliance is meant to apply to the mechanical systems after the tenant improvements, show how the proposed HVAC systems are likely to operate less than 20 hours per week. Reference: Section C403.3.1 (4), IECC 2012.

4. Until the above comments have been addressed and all other PDSD review agencies have approved the building plans zoning cannot approve.
