09/15/2015 ELIZABETH LEIBOLD ENGINEERING REVIEW Reqs Change DP15-0126 / T15CM05730 / T15OT01092 Fry's Building / Grading Plan / Floodplain Use Permits Review
PDSD Engineering Division provides the following comments for the Fry's project at 1801 W Valencia Rd:
Comments:
1) Admin Man Sec.2-06: Grading Permit may not be issued until Tentative Plat DP15-0037 is approved.
2) Tech Man Sec.4-03.3.5.1: Provide soils report recommendations for setback from drainage areas (100-yr flood limits) to assure buildings are setback at minimum distance. Besides pavement structural design, and setbacks, provide results of infiltration testing. (Results in soils report should be further discussed in drainage report with regard to safety factor and meeting drain down time).
a) Show and label setback distances on planview sheets.
3) Tech Man Sec.2-01: Address the following grading related comments on planviews:
a) Provide legible surveyable limits of 100-yr floodplain.
b) Provide details for bleed pipe from subsurface retention system to outfall area of open drainage channel system.
c) Add additional details/cross sections with additional dimensions for inspections purposes:
i) widths of channels at bottom
ii) east and west channel slope dimensions
iii) outlet area, clarifying existing an proposed structures at Northeast portion of parcel.
d) Assure building has labeled proposed FFE. Add note that As-builts and certification letter will be required to be submitted prior to final grading inspection.
4) Tech Man Sec.4-04.2.3.1: Address the following drainage related comments for report and plans:
a) Provide a drainage facility maintenance list/description for HOA to use as guidelines - see handout from last meeting August 28.
b) Correct drain down time requirement of 24-hrs, not 36 hours.
c) Provide discussion of engineering justification of proposed subsurface retention/detention system and how drainage design meets City of Tucson requirements.
d) Add clarification in report that the project is location within a 100-year FEMA floodplain zone X shaded and in an area designated as a TSMS (Tucson Stormwater Management Study) Balanced Basin Management Area, as well as the within the WBSCR (West Branch Santa Cruz River) Diversion Channel Watershed TSMS (BG).
5) Tech Man Sec.2-01.4: Provide Cut/Fill quantities on Grading Plan cover sheet or a grading sheet.
6) Tucson Code Section 26-42(b): Provide SWPPP report and exhibits sealed by a registrant.
7) Tech Man Sec.4-04.13.3: Elevation Certificates for buildings will be required to show a minimum FFE of 1-ft above 100-year BFE and adjacent grades at or above the adjacent BFE. Provide revised drainage report that includes the highest adjacent BFE and associated minimum FFE for each building (Fuel Kiosk and Fry's building). Correct FFE and PAD elevations on building plan set as these are too low and do not match grading plan set.
8) Admin Man Sec.2-06.4.9.M.3: Building, grading and floodplain use permits may not be approved/issued until Tentative Plat DP15-0037 is approved.

Submit revised drainage report, corrected building plan sheets, revised grading plans, SWPPP plans, copy of soils report, and additional FPUP application for 2nd building elevation certificate that will be needed to be prepared at time of grading/FPUP issuance. If you have questions, please contact me at (520)837-4934.
