RESPONSE TO 1a: THE INCREASED OCCUPANCY LOAD REQUESTED FOR BUILDING 2 (FROM 12 TO 18) MUST BE APPEALED TO THE BUILDING OFFICIAL, SEPARATE FROM ANY ADDITIONAL APPEAL. AT THIS TIME, WE DO NOT VIEW THE CHANGE OF OCCUPANCY FROM AN R4 TO AN R1 AS A LESS HAZARDOUS USE. 2. Continue showing the exit path on Building 1, First Floor. RESPONSE TO 2: THE EAST EXIT PATH IN BUILDING 1 IS NOT ACCESSIBLE AS INDICATED ON THE DRAWING. SHEET A-3 INDICATES A CHANGE IN ELEVATION FROM THE ACCESSIBLE SLEEPING ROOM TO THE COMMON AREA. INCLUDE EITHER AN ACCESSIBLE ROUTE OR HOW THE EXIT PATH MEETS THE REQUIREMENTS IN THE APPROVED FIRE SAFETY AND EVACUATION SECTION OF THE 2012 IFC. 4. All new construction is required to comply with the 2012 IBC. Please show a door schedule for the two new doors, one at the new accessible toilet and one at the 2 occupant sleeping room and how they comply with the 2009 ICC A117.1, Section 404.2.3.2. RESPONSE TO 4: THE DOOR SCHEDULE ON SHEET A-3 INDICATES ONLY ONE DOOR TYPE, AND INDICATES ONLY ONE LOCATION IN BUILDING 1. INDICATE ALL NEW DOOR TYPES IN THE SCHEDULE AND ALL LOCATIONS ON THE PLAN. 6. As stated in the Second Building Analysis, the Change of Use statement and the Fire Resistive Construction statement is that a change from R4 to R1 is a less hazardous use for the purpose of not having to conform with all the requirements of the 2012 IBC. At per section 3804.1 this must have the approval of the building official. Please file an appeal to the building official for approval. RESPONSE TO 6: THIS APPEAL WAS DENIED BY THE BUILDING OFFICIAL. PLEASE ADDRESS ALL EGRESS AND SAFETY REQUIREMENTS FOR THE NEW R1 OCCUPANCY, OR PROVIDE A SECOND APPEAL. THE COMMENTARY ON OCCUPANCY AND HAZARD WILL REQUIRE FURTHER INVESTIGATION. a) ON THE CODE ITEM OF SEPARATION, INDICATE ON BUILDING 1 AND 2 PLANS THE SEPARATION THAT YOU FEEL IS PROVIDED. WHERE ARE THE RATED ASSEMBLIES, WHAT RATING IS REQUIRED, AND WHAT RATING IS PROVIDED? ALSO ADDRESS HOW THE SEALANT MATERIAL AROUND PENETRATIONS AND OPENINGS THROUGH THE RATED ASSEMBLIES MEET THE IBC REQUIREMENTS OF SECTION 714. b) ON THE CODE ITEM OF EGRESS PATHS, BUILDING 1 HAS TWO PATHS OF EGRESS INDICATED THAT PASS THROUGH INTERVENING ROOMS. THE IBC CODE SECTION 3408.1 ALLOWING THIS PATH MAY NOT BE USED IF THE R1 USE IS A LESS HAZARDOUS USE THAN THE R4. BUILDING 2 REQUIRES A COMPLETE EXITING PLAN AND VERIFICATION THAT THE PLAN IS COMPLIANT. c) ON THE CODE ITEM OF CORRIDORS, BOTH BUILDINGS 1 AND 2 MUST INDICATE ON THE DRAWINGS A CLEAR PATH TO THE PUBLIC WAY PER THE IBC SECTION 1014.2. PONY WALLS LOCATED IN THE BUILDING 1 EGRESS PATH THROUGH THE COMMON AREAS WOULD INDICATE THE PATH THROUGH THOSE AREAS. d) ON THE CODE ITEM OF EGRESS DOORS, THE DOORS MUST BE COMPLIANT TO THE CODE REQUIREMENTS. e) ON THE CODE ITEM OF ACCESSIBILITY, ALL ACCESSIBLE ROOMS AND SPACES AVAILABLE TO THE PUBLIC OR TO RESIDENTS SHALL BE ACCESSIBLE PER THE IBC SECTION 1107.3 AND 1107.7.1.1. 7. Please explain how all the requirements of the 2012 IBC, Section 3411.4.2 are met with the change of use for both buildings from an R4 to an R1. SHEET A3 RESPONSE TO 7: PLEASE ADDRESS THE REQUIREMENTS OF THE IBC SECTION 3411.4.2 AND INDICATE ON THE DRAWINGS HOW THOSE ISSUES ARE SATISFIED. Detail 1: Reference comment 4 above.
