Engineering has reviewed the proposed Special Exception SE-14-76 for the proposed 60-foot wireless communication monopole with associated ground equipment within an existing City well site. The adjacent jurisdictional floodplain within Nebraska Wash is considered a W.A.S.H. Ordinance watercourse which has development restrictions within the protected Riparian Area within the 50-ft WASH overbank area. The proposed improvement is located within a site that is already disturbed and there is no proposed disturbance of existing vegetation along top of bank. However, the existing structure is located within the Erosion Hazard Setback (EHS) and therefore the proposed improvement shall be located out of the EHS for compliance with Floodplain Ordinance. A floodplain use permit for improvement would be required, and include information for EHS compliance in a drainage statement prepared by a Civil Engineer. If the project is located outside of the EHS, Engineering would support the proposed improvements and proposed Special Exception. The proposed location of the project is also within the 500-year floodplain, where only critical facilities are considered for floodplain management. The plans do not appear to contain adequate information to determine plan compliance. Provide the following: 1) EHS calculation prepared by a Civil Engineer and revise proposed location so that the proposed improvement is located outside of the EHS. 2) Explain W.A.S.H. 10/15/2014 | PMCLAUG1 | COMMUNITY PLANNING | REVIEW | Completed | PLANNING & DEVELOPMENT SERVICES SE-14-76 IPC Verizon - Irvington Road C-2 Plan Tucson and Santa Cruz Area Plan 10/14/14 JB/rh Background: This is a special exception land use request in a C-2 commercial zone, to allow the installation and operation of a wireless telecommunications facility (WTF) consisting of a monopole communication tower with twelve (12) antennas, at a height of sixty (60) feet, including an unmanned pre-fabricated ground equipment shelter, located within a 20' X 40' lease area. The proposed WTF development will be within an existing City of Tucson well site located at 1177 W. Irvington Road. The applicant is proposing to locate the WTF within an area screened by a masonry wall and chain link fence. The existing wall screens the WTF equipment area from commercial land uses located within the Tucson Spectrum Commercial Center. The proposed diesel generator will be located within a prefab cabinet. The project site is adjacent to Airport Wash (a WASH Ordinance wash) and Nebraska Wash (a WASH Ordinance wash). The site is located in the FEMA floodplain. The proposed WTF site is within the Tucson Airport Environ Zone (TIA) 65-70 LDN overlay zone. Access to the project site will be provided by the Tucson Spectrum Commercial Center internal circulation system via Irvington Road. According to the Major Streets and Routes Plan, Irvington Road is designated an arterial street. Surrounding Zoning and Land Uses: To the west across Airport Wash (a WASH Ordinance wash) is part of the Tucson Spectrum Regional Commercial Center developed in the C-2 Community Commercial zone; to the north is part of the Tucson Spectrum Regional Commercial Center developed in the C-2 Community Commercial zone; to the east is parking that is part of the Tucson Spectrum Regional Commercial Center developed in the C-2 Community Commercial zone, and further east across I-19 is a vacant city owned R-1 Single Family Residential zoned parcel; to the south across Nebraska Wash (a WASH Ordinance wash) is an undeveloped part of the Tucson Spectrum Regional Commercial Center zoned P-1 Park Industrial. The nearest single-family residential is located to the southeast across I-19 approximately 800 feet from the proposed WCF site. Rezoning Presubmittal Meeting: The applicant attended a presubmittal conference meeting on August 20, 2014. Neighborhood Meeting: Applicant has provided the required neighborhood meeting material: mailing notification, copy of labels, notice letter, meeting summary, and sign-in sheet. The applicant held a neighborhood meeting, on September 4, 2014 from 6:30 PM to 7:30 PM, at 1177 W. Irvington Road, the site of the proposed installation. No one attended the meeting except the applicant. Immediately following the scheduled neighborhood meeting, the applicant attended the Midvale Park Neighborhood Association meeting and gave a 15 minute presentation regarding the proposed project. Discussion focused on the potential for upgraded service and was well received by those in attendance except for one individual who did not want any additional wireless telecommunications facilities located in the area. Land Use Policies: Plan Tucson and the Santa Cruz Area Plan both provide land use guidance for this site. Generally, the Plans support the requested use when visual impacts, setbacks, and landscaping and buffering elements are addressed. Plan Tucson: This area is identified in the Plan on the Future Growth Scenario Map as an "existing neighborhood". LT1 Integrate land use, transportation, and urban design to achieve an urban form that supports more effective use of resources, mobility options, more aesthetically-pleasing and active public spaces, and sensitivity to historic and natural resources and neighborhood character. LT28.1.2 Require telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City's acceptance and approval. LT28.1.3 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the city. LT28.2.13 Support infill and redevelopment projects that reflect sensitivity to site and neighborhood conditions and adhere to relevant site and architectural design guidelines. LT28.2.14 Protect established residential neighborhoods by supporting compatible development, which may include other residential, mixed-use infill and appropriate nonresidential uses. Santa Cruz Area Plan: The proposed WTF site is in Key Parcel #3 of the Santa Cruz Area Plan. Land use direction is provided by the General Development Policies and Key Parcel #3 General Development Policy 4. New and existing neighborhoods should include related commercial services with specific locations decided on a case-by-case basis according to overall plan policies and depending on specific market conditions. General Development Policy 7. New development within or near existing neighborhoods should be designed and scaled to be compatible with existing neighborhood characteristics. Key Parcel #3 Proposed Use: Light industrial and commercial uses are proposed for the area between Drexel and Irvington. Assessment: The WTF location is being proposed approximately one-half mile south of Irvington Road, an arterial street and the main entrance into the Tucson Spectrum Center. The proposed location is on an existing well site towards the eastern edge of the center where it abuts Interstate-19. The center is developed with a mix of one-and-two-story commercial buildings backing up to the Interstate, including freestanding advertising signs for the commercial buildings, and electric transmission lattice towers crossing through and along Tucson Spectrum Center site; creating significant verticality in the area. This regional commercial center was developed using existing grade which caused significant variations in elevations across the center site due to the Airport Wash and the Nebraska Wash merging adjacent to the proposed WTF site. In comparison to the WTF site, the interstate sits at a higher elevation. The grade difference between Interstate 19 traffic lanes and the WTF site is approximately fifteen (15) feet. Off-site Interstate vegetation includes native trees growing in the right-of-way adjacent to the Tucson Spectrum Center. This naturally occurring vegetation along with required landscaping within the center will aid in reducing the visual impacts of the proposed sixty foot tall monopole on surrounding land uses. In addition, the nearest residential development is located approximately eight hundred feet to the southeast, across Interstate 19. Both Plans support redevelopment of existing commercial districts to encourage new services and amenities that extend access to high-tech wireless communication facilities throughout the city while minimizing visual impacts. Both monopole and antennas are to be painted to minimize visual impacts. The ground equipment shelter will be painted to compliment the surrounding land uses. In addition, staff will require antennas to be mounted as close to the monopole as possible and the WCF to be designed to support future collocation. Recommendation In general, the proposal is consistent with the direction provided by Plan Tucson and the Santa Cruz Area Plan regarding compatibility with the scale, intensity and character of the surrounding development. A plan amendment is not required. Staff recommends that the rezoning application be distributed for further processing. |
