This is a special exception request in the C-2 commercial zone to allow for the expansion through a co-location of an existing wireless communication facility at 8150 E. 22nd Street. The applicant proposes to extend the existing monopole from 51 feet to a height of 61 feet, 7 inches, to allow for additional wireless communication antennas. 12 flat panel antennas with a maximum size of 16 inches by 8 feet, along with mounts and appurtenances, are proposed and will be painted in the same non-reflective material in order to blend in with the existing monopole. Existing antennas will remain on the monopole. The applicant also proposes to add to the ground lease area additional equipment, including a diesel backup generator and an equipment radio shelter. To accommodate this new equipment, the applicant proposes to add a 15 feet, 9 inches, by 30 feet, 6 inches, ground lease area abutting the northern edge of the existing ground lease area. An existing 8 foot high chain link fence will also be expanded to enclose the extended lease area, and new chain link access gates will be added. The site is located in the southeast corner of a 2.89 acre parcel that fronts the south side of 22nd Street, approximately one-quarter mile east of the 22nd Street and Pantano Parkway intersection. According to the Major Streets and Routes Plan, 22nd Street is an arterial street. Surrounding Uses/Zoning: The special exception site is located in a C-2 commercial zoned parcel that is developed with commercial retail and auto services. To the east are C-3 commercial zoned parcels with a mix of retail, contractor yards and a State of Arizona Emissions Station; to the south is a C-3 commercial zoned parcel developed with the State of Arizona Motor Vehicle Department; to the west is a C-2 commercial zoned parcel developed with a self-storage center; and to the north across 22nd Street is a C-1 commercial zoned parcel developed with a self-storage center. The nearest home is located approximately 400 feet to the south across the Rolling Hills Wash in the Pantano Parkview Subdivision and is zoned R-3 residential. Land Use Policies: Policy direction is provided by Plan Tucson and the Pantano East Area Plan. The special exception site is located within a Mixed-Use Corridor area identified in Plan Tucson. A Mixed-Use Corridor supports a higher-intensity mix of jobs, services, and housing along arterial streets. Specific direction is provided in Chapter 3 - The Built Environment, under Guidelines LT28.1.2 and LT28.1.3. These policies support telecommunication facilities when they are installed and maintained to minimize visual impact and preserve views, and their design improves the appearance of above ground utilities and structures. Although the Pantano East Area Plan does not have specific language for wireless communication facilities, it does support commercial development at this location. Analysis: The proposed special exception is to consider a height extension to the existing monopole (wireless communication facility) located at 8150 E. 22nd Street. The proposed height extension will provide a higher level of wireless communication coverage to the proposed service area. The site is zoned C-2 commercial and existing development includes a mix of retail and auto services. The site is located in a 2.89 acre parcel, with the nearest residential home located approximately 400 feet to the south. The proposed pole intension will extend the height of the existing monopole from 51 feet to 61 feet, 7 inches, and will include 12 new antennas, in addition to the existing antennas, which will remain on the monopole. The height extension and new antennas will be a minor change as far as impacts onto view corridors and have been designed to reduce the visual mass. The pole addition and new antennas are also proposed to be painted with a non-reflective material that blends in with the existing monopole and its surroundings. The proposed additional ground equipment will be located in an expanded security area, screened by an 8-foot chain link fence, and out of view of the general public. The surrounding areas include: self-storage facilities, commercial retail and auto services, a contractor yard, and public uses, including a State of Arizona Emissions Station and a State of Arizona Motor Vehicle Department office. The developed parcel in which the monopole is located contains clusters of native desert trees and plants spaced throughout its parking lot, and native desert trees and plants along 22nd Street. A cluster of small native desert trees is also located immediately to the east of the existing lease area. The parcel abutting the monopole site to the east is a contractor year with minimal landscaping, and then Motor Vehicle Department to the south has minimal landscaping, included some native desert trees and bushes. More extensive vegetation, including taller and denser stands of native desert trees can be found in the buffer between the Motor Vehicle Department and the residential subdivision to the south. Given the type of development in the surrounding area, visual impacts of the proposed non-stealth monopole to the immediate area will appear to be minimal. Staff recommends that any future graffiti visible from the public right-of-way or the adjacent residential neighborhood be removed within ten working days of observation. Staff believes that the proposed cell tower will help improve telecom services to the established neighborhoods and businesses in the area. The proposal is consistent with the Plan Tucson and the Pantano East Area Plan, and does not require a plan amendment. Staff offers the following special exception conditions for consideration: 1.
