Background: This proposal is for a special exception for a wireless communication facility in the C-2 commercial zone, to allow an existing wireless communication monopole a ten (10) feet height extension from fifty two (52) feet ten (10) inches, to sixty two (62) feet ten (10) inches. Proposed ground mounted equipment to be in a pre-fabricated shelter. The monopole extension will have twelve (12) antennas at a proposed height of sixty-two (62) feet ten (10) inches. The existing monopole and lease area is located at the southwest corner of the subject site. Existing monopole is not currently active and has mounting brackets for antenna arrays used by previous occupant that will be removed. The site is located at 2200 N. Wilmot Road, approximately 500 south of the intersection of Wilmot Road and Grant Road. Lease area will be located within an area already enclosed by existing chain link six foot tall chain link fence and have a lease area of approximately twenty (20') feet by sixteen (16') feet. Ground equipment to be located in a proposed pre- fabricated shelter. An on-site sixteen (16') foot wide ingress and egress easement is proposed from Wilmot Road to the monopole lease area and includes a parking space within the lease area for the maintenance/tech personnel. According to the Major Streets and Routes Plan, Wilmot Road, at this location is a collector street. The overall site has 1.05-acres, and developed with a multi-tenant commercial office building.

Surrounding Uses/Zoning: The subject site land use zone is C-2, commercial. To the north, east, and south are commercial developed parcels also zoned C-2, commercial. To the west, across Wilmot Road are commercial developed parcels zoned C-1, neighborhood commercial. Southwest and across Wilmot Road is a single-family residential neighborhood development zoned R-1 residential.

The existing monopole is approximately five hundred and thirty (530) feet from nearest residentially used property, located to the southwest across Wilmot Road.

Land Use Policies: Policy direction is provided by the Plan Tucson (PT). The proposed site for the monopole height extension is located within a Mixed-Use Center area as identified by Plan Tucson. A Mixed-Use Center supports a variety of retail, services, office, and public gathering places, located close to each other, providing occupants of the center and the residents and workers in the surrounding neighborhoods with local access to goods and services. In particular to wireless communication facility, Plan Tucson provides direction and support in Chapter 3 - The Built Environment, under Guidelines LT28.1.2, LT28.1.3 which state telecommunication facilities be installed and maintained to minimize visual impact and preserve views and to improve the appearance of above ground utilities and structures and extend access to high-tech wireless communication facilities through out the city. Visual impacts are a key consideration during the review process.

Analysis: The proposed special exception is to consider a height extension to the existing monopole (wireless communication facility) located at 2200 N. Wilmot Road. The proposed height extension will provide a higher level of wireless communication coverage to the proposed service area. The site is zoned C-2, a commercial zone and existing development includes a commercial complex with multiple tenants. The subject site has 1.05-acres, with the nearest residential home at approximately five hundred and thirty (530) feet to the southwest across Wilmot Road. The existing monopole seems to be currently out of operation, since the latest aerial photographs show no antenna array. The proposed pole extension will bring the height up to sixty two feet ten inches and will include twelve new antennas. The height extension and new antennas to the existing monopole will be a minor change as far as impacts onto view corridors and existing mass and height of the communication monopole and ground equipment. The proposed ground equipment will be screened from adjacent commercial developments by an existing masonry wall along the perimeters and a chain link fence within the complex.

The surrounding areas include; apartment complex, office complex, adult rest home care, private charter school, and to the west across Wilmot Road a residential neighborhood. The proposed site is an older site-built commercial complex with minimal landscaping and some trees located in small clusters. The enclosed lease area does have an existing palm tree along the western edge and a large cluster of native desert trees along the eastern edge of the lease area.

Given the type of development in the surrounding area, visual impacts of the proposed non-stealth monopole to the immediate area will appear to be minimal. Staff recommends that any future graffiti visible from the public right-of-way or the adjacent residential neighborhood be removed within ten working days of observation. Staff believes that the proposed cell tower will help improve telecom services to the established neighborhoods and businesses in the area. The proposal is consistent with the Plan Tucson, and does not require a plan amendment and staff offers the following special exception conditions for consideration:

1. Any existing on-site palm tree, native tree or landscape planting disturbed during the monopole height extension or ground equipment installation shall be replaced in accordance with the UDC and heat island mitigation;
