The applicant is authorized to use a portion of the FEMA Special Flood Hazard Area Zone AE floodplain per the Flood Insurance Rate Maps 04019C2277L, specifically described as:
the south portion of Parcel 124-08-0430; DRAKES RESUB LOTS 1-16 BLOCK 22 LOT 1, within T14S R14E Section 11;
for the purpose of constructing a compacted fill pad and new residential building at south side of parcel (rear of the lot).
The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard Area Regulations, and is bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, UDC, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations require application for, review and approval of an additional Floodplain Use Permit.
This floodplain use permit is issued with the following 17 conditions:
1) Call for Pre-construction meeting, elevation certification inspections, and final inspections. For a PDSD Engineering Inspection, call IVR (740-6970), or contact PDSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T14OT01555. FOR INFORMATION PLEASE CALL 791-5550."
3) This Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times.
4) PDSD Engineering Inspections are required prior to final floodplain inspection.
5) From floodplain data derived from Drainage Statement prepared & sealed 12-16-14 by Richard Steve Murillo, P.E. of RMJR, the BFE = 2413.50 NAVD88 derived from FEMA profile 112P. Minimum FFE elevation = 2414.50.
6) Compaction of fill is required to be documented by AzBTR registrant for LOMR-F purposes. Provide certified compaction reports by soils engineer prior to preparing forms for pre-slab. Final reports shall also be provided with as-builts and final elevation certificate (El Cert).
7) All work shall conform to the approved plans shown on the associated approved grading plans and building permit should show minimum finished floor elevation of 2414.50 or higher.
8) Submit Elevation Certification(s) by a Land Surveyor registered in Arizona for the pad for the rear new structure to be constructed on compacted fill pad at the south side of the parcel. Submit Elevation Certifications by a Land Surveyor registered in the State of Arizona for pad elevation (prior to pouring slab), and later for finished construction. PDSD Engineering has the preliminary elevation certificate filled out for the RLS to use, as needed. Compacted fill certification is required when pad is constructed. First elevation certificate must be submitted prior to pouring concrete slab to assure minimum height is achieved. Concrete slab may not be poured until PDSD Engineering accepts Building-Under-Construction elevation certificate. Submit color photos for Item A6 of the Finished Construction Elevation Certificate. Approved Final El Cert is required prior to final approval of permits for this development; assure the final El Cert, compaction test results/certification, and as-builts are provided to the City of Tucson PDSD Engineering Division.
9) Finished-Construction Elevation Certificate, compaction testing reports/certification by soils engineer, and as-builts (for processing LOMR-F) are required to be submitted to PDSD Engineering for review and approval prior to final grading inspection approval, and for future processing of a LOMR-F.
10) For LOMR-F processing, compacted fill pad shall have adjacent grades no less than BFE.
11) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. Disturbance of the floodplain is only permitted as per approved construction plans.
12) This Floodplain Use Permit is issued concurrently with the building and grading plans & permit. Copies of these documents shall be kept in a readily accessible location on site at all times.
13) Any future permanent, freestanding walls or other structures shall have separate floodplain use permit applications submitted to this office for review and approval.
14) The associated improvements are with permit activity numbers DP14-0230 (grading) and T14CM07116 (building). This permit is specific to the improvements for the new rear structure at 1306 E 9th St as indicated on the approved plans. It shall not apply to any other structure or property, whether attached or unattached, not specified under this permit.
15) The applicant attests to the fact that the plans and documents submitted represent all of the improvements that will be done to the existing building, and that all additions, improvements or repairs to the building are included in the construction plans and/or documents herewith. No other improvements, repairs, reconstruction, additions or remodeling have been made to the structure that is not indicated in the attached plans and/or documents.
16) Renewal of this permit will require a new application, review and approval of that application by the City of Tucson Planning & Development Services Department, Engineering Division. This permit may be renewed for up to one year at the sole discretion of the City Engineer or designated representatives.
17) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson.
This Floodplain Use Permit will be automatically revoked & becomes invalid if conditions are not complied with, as set forth in permit.
