SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the site plan application, Floodplain Use Permit and Hydrology/Hydraulic Analysis for the above referenced property and does not recommend approval of the site plan at this time.

The subject property is located within a mapped regulatory 100-year floodplain per the submitted Hydrology/Hydraulic Analysis the following information is required prior to site plan approval:

SITE PLAN:

1) TC 26-11.a: Revise the site plan to provide a note that states; "All proposed fencing and walls will require a separate permit for review and approval by all necessary Planning & Development Services Departments. Any proposed walls or fencing will be reviewed for compliance with Chapter 26 Floodplain and Erosion Hazard Ordinance; a separate Floodplain Use Permit will be required for any new wall or fence permit for the subject property."

2) TC 26-11.a: Revise the site plan to provide a note that states; "This project is affected by the City of Tucson Floodplain Regulations, subject property is located within a mapped 100-year floodplain per the Hydrology/Hydraulic Analysis prepared by Sturm Wasser Engineering, LLC dated October 02, 2014."

3) TC 26-11.2.a.1: Revise the site plan to label and dimension the 100-year floodplain limits, 50-foot erosion hazard setback, water surface elevation with datum reference, top of bank, etc. It is acknowledged that a Hydrology Plan was submitted as supplemental information however it is not included as part of the plan set and there are multiple discrepancies including dimensions from property lines between each plan. The site plan must show all the required information and be sealed and signed by an Arizona Registered Civil Engineer or at a minimum the Site Plan and Hydrology Plan Sheets should match in dimensions and elevations and the Hydrology Plan Sheet should be included as part of the plan set and the sheet count should be revised to reflect 11 Sheets.

4) TC 26-11.2.a.2.b: Revise the site plan to provide the estimated cut and fill quantities. Show the method of elevation for the proposed single family residence. If fill is used for elevating the finish floor of the residence the building line must be located not less than 25-feet landward from any edge of fill, unless a study prepared by a state-registered professional civil engineer and approved by the City engineer shows that a lesser distance is acceptable and that rock-rip rap or other form of erosion protection is provided.

5) TC 26-11.2.a.2.b: Revise the site plan and all associated cross sections, structural foundation sheets and elevation sheets to clearly label and dimension the method of elevation and all construction aspects for the proposed single family residence. Each sheet needs to call out the minimum finished floor elevation to the specific NAVD88 datum reference as per the Hydrology/Hydraulic Analysis.

6) TC 26-11.2.a.2.b: Revise the Building Height Section under the Site Notes to verify the new building heights once the plan set has been revised to reflect the correct method of elevation and the correct finish floor elevation.

7) TC 26-11.2.h: Revise the site plan to provide a note that states; "Elevation Certificates are required for the new single family residence and must be returned to the City of Tucson Planning & Development Services Department, Engineering Section for conformance review prior to the pouring of the 1st slab and prior to the final inspection." Both a Prior to Slab and a Prior to Final hold will be placed on these permits for the single family residence until the required Elevation Certificates are returned and show conformance with the set conditions.

8) TSM Sec.4-02.2.5.A: Revise the site plan to label and dimension the regulated areas (50-foot study area, erosion hazard setback, 100-year floodplain) on the plan in a surveyable manner. The plan shall also indicate the proposed location of the temporary fencing which is required to protect the protected riparian areas during construction.

9) TSM Sec.4-02.2.5.A.2: Revise the site plan sheet to indicate the top of bank and the 50-foot study area of the W.A.S.H. wash adjacent to the site. It is acknowledged that per the referenced section that there is no encroachment into the regulated area however the information is still required to be shown and labeled correctly.

HYDROLOGY/HYDRAULIC ANALYSIS:

10) TSM Sec.4-04.2.3.1.3.B.2: Revise the Hydrology/Hydraulic Analysis to clarify the Exhibits used in the Analysis. Exhibit 3 seems to be the only one referenced correctly. Provide a reference to the FEMA FIRM Panel used (Exhibit 5 per the ordering), provide the referenced aerial photo that is called out under Section 3.2 as Exhibit 2, and clarify what would be, per the ordering, Exhibit 4. Exhibit 4 does not match either the proposed site plan or the Hydrology Plan that was included with the submittal. Per TSM Sec.4-04.2.3.1.1.G the Analysis should include a Table of Content that has all report pages numbered sequentially and it should include all exhibits and appendices that are within the Analysis.

11) TSM Sec.4-04.2.3.1.2.C.1: Revise the Hydrology/Hydraulic Analysis and Section 4.1 to provide a discussion on the Watercourse Amenities, Safety and Habitat (W.A.S.H.) wash adjacent to the site. The discussion should provide reference to Chapter 29 of the Tucson Code and to the Technical Standard Manual Section 4-02 and clearly state exceptions that may apply to the site. Per the prepared Analysis and the delineated 100-year floodplain limits along with the applicability under Chapter 29 Sec.29-14.b.1 the W.A.S.H. requirements do not apply and the Analysis should reference these exceptions.

12) TSM Sec.4-04.7.6.1: Revise the Hydrology/Hydraulic Analysis and Section 4.2 to provide the calculation used for the 27-foot EHSB as stated. It is acknowledged that the Analysis is proposing to setback the minimum 50-feet per the W.A.S.H. study area however the Analysis should still provide a discussion on the equation used and the calculation that determined the calculated 27 feet as stated in the Section.

This letter reflects comments to be addressed. The purpose of this review is to verify compliance to the 2012 International Residential Code with local amendments. In order to facilitate a shorter back check time, we request that you please provide two complete sets of revised plans and calculations, along with a written response to each of the noted items indicating action taken. Other comment references may be derived from additional codes and standards adopted by The City of Tucson. All features have been checked only to the extent allowed by the submittals provided for review. All portions of this project are assumed to meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:
1. The City of Tucson has adopted the 2012 International family of codes. Correct all references to the 2006 IRC and the Uniform Plumbing Code. As of 1/01/2013 all code references should refer to the currently adopted code or appeal must be made to the Building Official for alternate code use.

FLOOR PLAN:
2. Doors between a garage and a residence shall be self-closing minimum 20-minute fire-rated, R302.5.1.
3. Show the location of the attic access in a hallway or other readily accessible location, R807. An attic access opening in the garage that shares a common attic with the habitable space would require a fire-rated door.

STRUCTURAL / FRAMING PLAN:
4. Specify the size of the power steel lintels to be used including the opening for the overhead garage door.

PLUMBING PLAN:
5. The Tucson Water policy adopted 7/13/12 limits the maximum demand for a 5/8" water meter to 15 GPM, Tables P2903.6 and P2903.6 (1), IRC 2012. Specify a minimum ¾" water meter and a 1" water supply to the building for the proposed demand.

MECHANICAL PLAN:
6. Provide Manual J/S/D calculations for the forced air unit in accordance with M1401.3, M1601.1.

OUTDOOR LIGHTING CODE
7. Clarify the exterior lighting. Cut sheet provided indicates a fully shielded fixture but the lighting calculation indicates unshielded fixtures.
