11/25/2014 MICHAEL ST. PAUL ZONING REVIEW Reqs Change CDRC TRANSMITTAL

FROM: Michael St.Paul: Planning Technician

PROJECT:
T14CM06216
4202 East Paseo Dorado
Second Unit in the R-1 zone

TRANSMITTAL: November 25, 2014

COMMENTS: The following comments are for the purpose of applying for a variance before the Board of Adjustment (UDC Section 3.10.1). Revise and correct the plot before applying for a variance.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. A second unit is permitted if the parcel is a minimum of 10,000 square feet (Table 4.8-2). See all the requirements in the Use Specific Standards 4.9.7.B. Both dwellings shall be under the same ownership on the same parcel (UDC Section 7.9.7.B.1). One dwelling must be at least 25% smaller than the other dwelling (UDC Section 7.9.7.B.3).

The second unit is larger than the primary unit. The primary appears to have a gross floor area of eight hundred sixty-five (865) square feet. The second unit is nine hundred twenty-seven (927) square feet. Neither dwelling is twenty-five percent (25%) smaller than the other. An approved variance from the Board of Adjustment shall be required to build this second unit.

The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure's wall facing each interior property line (Table 6.3-2.A). The height of the exterior wall of the second unit along the south lot line appears to be twelve (12) feet. The required setback is eight feet to the south property line. Call out the second unit's wall heights and clearly dimension the proposed setback on the plot plan.

The minimum setback to a side street property line is ten (10) feet (UDC Section 6.4.5.C.1.b). There appears to be a carport proposed along the west property line. The minimum is depicted as six (6) feet. Revise the plan to depict the correct the setback (10 feet) on the plan. Clarify the drawing so that if there is a carport, or just a parking area, it is clear to the viewer.

The vehicle use area must have a dustproof parking surface with a minimum of two inches of compact pea gravel (UDC Section 4.9.7.B.7). Provide this information on the site plan.

Provide a floor plan for the primary unit.
