While it is noted that both properties belong to the same owners, either a 10' no build easement is required or an appeal may be filed with a lease agreement allowing the use of 127, and specifying that all openings must be returned to their previous state and all equipment must be removed upon termination of lease, or upon a building permit application for 127 E.
