| 05/15/2014 | JASON GREEN | ENGINEERING | REVIEW | Reqs Change | DATE: May 15, 2014 REVIEWER: Jason Green, CFM ACTIVITY: T14CM01768 (Building Plan) SUMMARY: Engineering Division of Planning & Development Services Department has received both the building plan (T14CM01768) and Drainage Statement (Bogardus Engineering LLC, 25APR14). Engineering Division does not recommend approval of the building plan applications at this time. The following items need to be addressed: BUILDING PLAN COMMENTS: 1) TSM Sec.2-01.4.1.F.b: Revise the site plan to label and dimension in plan view the accurate limits of grading. The grading limits must encompass both water harvesting basins (WHB) for construction purposes. Revise the Grading Calculations and the limits of grading area to state the new area of disturbance. 2) TSM Sec.2-01.4.1.F.b: Revise the site plan to label and dimension in plan view the spot elevations at the top and bottom of the WHB per the Drainage Statement to ensure depth and volumes to meet the 5-year retention requirements for Lot 6. 3) TSM Sec.2-01.4.1.F.c: Revise the site plan to provide a note to state, "No structures, pool, fill, walls, etc are to be constructed within the 2 required water harvesting basin per the approved plan and the Drainage Statement prepared by Bogardus Engineering LLC, 25APR14. The water harvesting areas are to remain open now and in the future to accommodate the required 5-year retention requirements for Lot 6 per the recorded subdivision plat map, Book 55 Page 1-3." 4) TSM Sec.2-01.9.2: Revise the site plan to label and dimension in plan view or with a separate detail the minimum 2-foot setback from the top of slope of the proposed WHB to the property line for grading purposes. Both WHB must provide the required setback and it is recommended that the designer verify any future wall locations (under separate permit) for the areas around the WHB to ensure that the footers are constructed entirely onsite and on top of the WHB without encroaching into the required volume area. 5) TSM Sec.4-04.14.2.10: Revise the site plan to clearly label and dimension the 2 water harvesting basins that are required for Lot 6's retention requirements per the approved subdivision plat, Book 55 Page 1-3. It is acknowledge that the water harvesting basins have been redesigned and relocated per the submitted Drainage Statement (Bogardus Engineering LLC, 25APR14); however the water harvesting basins need to be clearly delineated onsite to ensure construction and water volume requirements. Provide on the site plan the required Area in square footage for each basin, the required retained volume of each basin and the depth of each basin per the Drainage Statement. A final grading inspection will be required to ensure that both basins were constructed per the approved plan. 6) TSM Sec.4-04.14.2.10: Revise the site plan to clearly show that the lot is graded to drain water runoff into the water harvesting basins. Specifically the drainage arrows for the basin in the rear of the lot need to be graded to drain into the basin and not around the building, revise. 7) TSM Sec.4-04.14.3.2: Revise the site plan to provide a note to read per the Dedication Section of the recorded subdivision plat map and the recorded Covenants, Conditions and Restrictions recorded in Docket 11610 Page 441 for the responsibility for control, maintenance and liability for the water harvesting areas on each Lot. 8) TSM Sec.4-04.14.3.2: Revise the site plan to provide a note that states, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for the retention basins (Water Harvesting Basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and retention facilities at lease once every 12-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the retention basins and drainage structures should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities." GENERAL COMMENTS: Please provide the revised building plan. Further comments may be generated upon resubmittal of the building plan review. Fairland Park Lane Applicant: Alex Enoch This letter reflects comments to be addressed. The purpose of this review is to verify compliance to the 2012 International Residential Code with local amendments. In order to facilitate a shorter back check time, we request that you please provide two complete sets of revised plans and calculations, along with a written response to each of the noted items indicating action taken. Other comment references may be derived from additional codes and standards adopted by The City of Tucson. All features have been checked only to the extent allowed by the submittals provided for review. All portions of this project are assumed to meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: 1. The natural gas meter is shown to be located directly adjacent to the electric service meter. Indicate the minimum 36 inch separation required from sources of ignition. FLOOR PLAN: 2. Specify the finished floor elevation of the patio floor surface. 3. Show the location of attic access min. 22"x30", R807. 4. Doors between a garage and a residence shall be self-closing minimum 20-minute fire-rated, R302.5.1. STRUCTURAL / FRAMING PLAN: 5. Specify continuous sheathing around perimeter of building or indicate the location of all braced wall panels, R403.1.6, R602.10.2.2. ELEVATIONS: 6. Specify the roof height above grade. 7. Conversion of square feet to linear feet is not consistent with the manufacturer specifications for the proposed ridge vent assembly, clarify. SECTIONS - DETAILS: 8. Provide a detail for paved surfaces adjacent to exterior framed walls and include the minimum 2" distance between the bottom of the stucco weep screed and paved surface, R703.6.2.1. 9. Eave vents require min. 1" clearance between ceiling insulation and roof sheathing, R806.3. 10. Clarify the ventilation design. Sheet A3.0 shows the insulation located at the roof deck which would negate the need for attic ventilation yet other pages show the insulation at the ceiling line. MECHANICAL PLAN: 11. Provide a mechanical plan layout consistent with the Manual J/D/S calculations provided. 12. Gas appliances require combustion air openings, M1701.1. ELECTRICAL PLAN: 13. Clarify the location of the counter receptacles in the kitchen area, E3901.4.1. Peninsula counter tops with a long dimension of 24" and a short dimension of 12" or greater shall have at least one receptacle, E3901.4.2/3. Receptacles shall not be located below a counter where the countertop extends more than 6" beyond its support base, E3901.4.5 INTERNATIONAL ENERGY CONSERVATION CODE: 14. Specify a "U" factor and solar heat gain coefficient of the windows and doors that meets or exceeds the requirements of N1102.1. The simplified prescribed energy value for climate zone 2B glazing is U=0.40 and skylights is U=0.65, the default SHGC is 0.25.
