SUBJECT SITE: 402 E 9th Street, Coronado Hotel & Cafe

PROJECT: Historic Landmark Sign (HLS) Review

FOR: Existing projecting signs at the NW corner of the building; 1 larger panel with rounded off rectangular shape at 23.87 square feet, and 1 smaller cabinet with unique shape (edged oval) at 5.135 square feet, located at the southeast corner of 4th Avenue and 9th Street frontages. These two signs together will be combined into one HLS.

PROPOSAL: consists of a Treatment Plan to:
1) relocate smaller projecting sign from north elevation to mount onto the corner of the building and match alignment underneath the larger projecting sign.
2) repaint smaller cabinet (Color TBD, possible GREEN)
3) adaptively re-use the smaller sign to 1953 lettering by removing existing "Apartments" red neon lettering and install new neon lettering to read "CAFÉ", but center it on the sign cabinet rather than at bottom as original. (Color TBD, possible GREEN)
4) Remove plexiglass covers that were added in 80's
5) repainting larger cabinet (Color TBD, possible GREEN or possible PINK/WHITE
6) restoring broken neon to matching color on "CORONADO" (Color unsure, aqua?)
7) Retaining existing coral pink neon lettering for "Hotel" and repair as needed.

RECOMMENDATION: The application demonstrates the signage together meets the criteria for a Classic HLS designation.

REVIEW: According to application, microfilm records show the larger sign was permitted in 1953 by Hearn Sign Company. A photo staff has that appears to be from the 50's or early 60's (looking at the cars in the background) show the smaller sign also installed with "Coronado Hotel Café" on it.

The aerial photo location map and photographs circa 1982 provided for the HLS review demonstrates the original configuration of both the building and the projecting signs sign near the street corners of 4th Avenue and 9th Street.

Based on aerial photos and the city's on line mapping system, the signs appear to be on site. A Temporary Revocable Easement may be needed to keep the top projecting sign in it's current position and to move the bottom projecting sign into alignment with the top cabinet. A setback dimension is provided from both 4th Avenue and 9th Street to the building on the aerial photo.…..

Review of Technical Guidelines - The signage, taken together, meets all 5 criteria:
3-70.D.1. contains exposed neon lighting
3-70.D.2. uses materials representative of it's period of construction (metal)
3-70.D.3. signage is non-rectangular in shape
3-70.D.4. signage is attached, projecting from the building
3-70.D.5. sign is structurally safe per contractor's assessment.

Review of Performance Requirements - The signage, when taken together, meets these criteria:
3-70.E.1.A. Restoration and repair is consistent with documented appearance prior to 1961 (per 1953 permit), however, colors are to be decided upon and then during restoration, further color adjustments may come forth with a proposed minor review.
3-70.E.1.B NA (Not transitional HLS)

3-70.E.1.D Restoration will not add typographical elements resulting in increase in size of restored signage.
3-70.E.2 - Adaptive Reuse is proposed for the smaller sign cabinet, however it's a restoration to original text "Café", with the wording simply centered on the sign cabinet rather than placed at the bottom of the cabinet, hence designation as an adaptive re-use:

3-70 E.2.B - defer to TPCHC, though not a text change and "Café" is not character defining
3-70 E.2.C - defer to TPCHC, thought the text on "Café" shall match existing text in materials, letter size, font and color.
3-70 E.3 Relocation planned for smaller cabinet is within the same premises, a few feet from original spot., and will be under the larger existing cabinet to align with it.
