SUMMARY: Engineering has received and reviewed the Drainage Report for the Tucson International Airport Traffic Control Tower, and does not recommend approval at this time.
ENGINEERING COMMENTS:
1) Tucson Code Chapter 26 Article I Division 1, Sec.26-11.2(a)(2): Address the following drainage report comments:
a) Clarify, in section 1.2, the disturbance area in square footage / acreage.
b) Depict proposed tower and disturbance limits in Figure 2 of report.
c) Provide copy of 2004 AWDBS report (at minimum copy of table 15), as referenced in section 1.3.1 of report. Clarify whether this proposed ATCT project is listed in table in Appendix C. Explain impact of increased imperviousness by proposed ATCT project, and status of regional basin development further in section 4.2.
d) Under watershed category of Hydrology section of report or sections 2.2 and 2.3, add clarification that the project lies on a watershed break - El Vado Wash Watershed (TSMS watershed code AG, a non-designated basin management area) and Hughes Wash Watershed (TSMS watershed code AG, a balanced basin management area).
e) Clarify on plans and in report that the project will maintain watershed limits so no breaching occurs.
f) Provide earthwork quantities and general grading concept to show how watershed limits will be maintained.
g) Add general note to plan, or a permit condition will be added to permit, that offsite disposal location for overexcavated soils and other deleterious materials shall be placed in an approved and permitted site, and not located near or within the flood plain boundaries.
h) Clarify construction access and permanent access locations on plans and on a drainage report exhibit.
2) Tucson Code Chapter 26 Article II: It is unclear what the disturbance area is in the report; add disturbance area on exhibit(s) and with in the report. If the proposed project disturbance area exceeds 1 acre, it is subject to AzPDES SWPPP requirements.
3) UDC 5.6.3: Acknowledgement that approval documentation and permits from any other jurisdictions for acceptance of proposed construction shall be obtained.
