SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the Site Plan (T13CM058533) and Floodplain Use Permit (T13OT01138) for the construction of the bedroom, bathroom, kitchen, laundry room and porch addition and interior improvements to the existing structure for the above referenced property and does not recommend approval of the Site Plan or Floodplain Use Permit at this time.

The subject property is located within a mapped City of Tucson Flood Hazard Area as shown on the Flood Hazard Maps associated with a tributary of the Mabel Street Wash. Any improvements to the existing structure are considered a substantial improvement to an existing floodprone structure if the value of the new improvement is 50% or more than the assessed/appraised value of the existing structure. Please note that as per the Substantial Improvement & Substantial Damage Rule: A Guideline for Permitting, dated October 2003 only one 3-foot wide doorway may be provided between the common wall of the existing structure and the new improvement. If more than one 3-foot wide linking doorway is proposed for the new improvement, and/or the improvements are determined to be substantial, then the entire existing structure and improved portions of the structure must be brought into compliance by elevation of the floors 1-foot above the regulatory flood elevation. In order to help you permit the addition we will need the following information from you.

1) Provide a cost estimate, prepared by a licensed contractor or professional construction estimator, for the addition and all proposed interior improvements to the existing structure showing fair market value of the material and labor. Please refer to the relative portions of the Handbook for Arizona Communities on Floodplain Management and the National Flood Insurance Program here; http://www.azwater.gov/azdwr/SurfaceWater/FloodManagement/documents/HandbookOct2000.pdf

2) Provide an assessed or appraised value of the existing single family. The assessed or appraised value is for the structure only (excluding land value). The assessed value can be provided by the latest assessment rolls of the county assessor prior to the improvements being started or from a licensed appraiser.

3) If the cost estimate provided exceeds the 50% threshold then the lowest finished floor elevation of the proposed addition must be a minimum of one foot above the computed 100-year water surface elevation of the adjacent wash, evaluated at the upstream end of the structure per the Mabel Wash Flood Hazard Study (prepared by JE Fuller Hydrology and Geomorphology, Inc. dated 19APR13). A site plan drawn to scale is needed showing the proposed building location, vertical datum used for calculating the water surface elevation, locations of hydraulic cross sections, floodplain limits, the lowest finished floor elevation for the proposed addition, and a detail of the foundation and method of elevation. The base flood elevation calculated at the upstream end of the structure is 2396.25' NAVD88 therefore the FFE must be elevated to 2397.25' NAVD88.

4) The applicant can provide a survey or Elevation Certificate for the existing structure to show that it is a conforming structure (FFE equals or exceeds 2397.25' NAVD) then the proposed addition will only need to be elevated (with the 2 required Elevation Certificates) and the interior improvements will not be limited to the 50% improvement rule.

5) Cumulative values shall be accounted for the building structure for this improvement, so that tracking of the 50% status is current. No person shall repair or alter property in a piecemeal manner so as to avoid the provisions of Section 26-4.1.a.3, Chapter 26-Floodplain and Erosion Hazard Management.



GENERAL COMMENTS:

Please provide a cost estimate and the assessed or appraised value of the structure or a revised plan showing the method of elevation and the minimum FFE for the addition that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

The applicant is authorized to use a portion of the City of Tucson Flood Hazard Area per the Mabel Street Wash delineation, specifically described as:

A portion of Parcel 115-04-2290; Feldmans Amended S50' Lots 12 & 3 BLK 15

For the purpose of constructing a kitchen, bathroom, bedroom and laundry room addition to an existing conforming structure.

The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and is particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Unified Development Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit.

This floodplain use permit is issued with the following 8 conditions:

1) The applicant is authorized to use a portion of the City of Tucson Flood Hazard Area per the Wilson Wash delineation per the approximate flood-hazard area study prepared by JE Fuller Hydrology & Geomorphology Inc., 19APR07.

2) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties.

3) For purposes of this permit the following flood elevations shall be used for the new building addition:
Base Flood Elevation (BFE) = 2396.25 feet NAVD 1988
Regulatory Flood Elevation (RFE) = 2397.25 feet NAVD 1988
Building is to have lowest finished floor elevated at or above the Regulatory Flood Elevation (RFE) and lowest point of any attached appliances is to be at or above the Regulatory Flood Elevation (RFE).

4) Floodplain Approval of elevation certificate, prepared by an Arizona State Registered Land Surveyor, is required prior to the 1010/1015 inspection (P2S) and prior to finished construction or Final Inspection (P2F). The Elevation Certificate must include the identity and elevation of the lowest service equipment/machinery servicing the building as well as the identity and location of all other equipment/machinery servicing the building.

5) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T13OT01138 FOR INFORMATION PLEASE CALL 791-5550."

6) Any additional future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval.

7) All work shall conform to the approved site plan, T13CM05853 which is made part of this permit.

8) This permit is specific to the improvements for 1233 N 3rd Ave as indicated on the approved plans. It shall not apply to any other structure or property, whether attached or unattached, not specified under this permit.

Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Planning & Development Services Department, Engineering Division. This permit may be renewed for up to one year at the sole discretion of the City Engineer or designated representatives.

This Floodplain Use Permit will be automatically revoked and becomes invalid if conditions are not complied with, as set forth in this permit.

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide revised plans and calculations, highlighting any changes or with a written response to each of the notated items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and 2012 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

The City of Tucson adopted the 2012 IRC with amendments on 1/1/2012. Show the code references on the plans.

GENERAL NOTES:
