COMMENTS: the following comments are for a detached accessory sleeping quarters in the R-1 zone (UDC 3.11.1).

This site is located in the R-1 zone (UDC 4.7.8). A second residential unit (SFR) is a permitted on a lot that is a minimum of ten thousand (10,000) square feet (Table 4.8-2). See Use-Specific Standards 4.9.7.B.

Provide a schematic floor plan, depicting all rooms with doors and windows, with the plot plan for the existing single-family residence (UDC 4.9.7.B). Bedroom count and parking are affected by this and the former garage (UDC 4.9.7.B).

There is no vehicular access to the "garage" as it has been completely cut off by a wall across the driveway. The Assessor's records depict the garage as a laundry room. Provide a floor plan for the garage and include the conversion and remodel of the garage in this project (UDC 4.9.7.B).

Any and all live-able space must be included and must make the minimum setbacks (UDC 4.7.9.B). The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure's wall facing each interior property line (Table 6.3-2.A).

The front property line is thirty (30) feet from the center of the street. The curb is eighteen (18) feet from the center line of the street. Please revise the plot plan. Also depict, with dimensions, the twenty (20) foot.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide revised plans and calculations, highlighting any changes or with a written response to each of the notated items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and 2012 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

The City of Tucson adopted the 2012 IRC with amendments on 1/1/2012. Show the code references on the plans.

GENERAL NOTES:

" Limit all code references to those recognized by the City of Tucson. Adopted 2012 codes are listed at the Planning & Development Services web site. Show the code references used for the design.
" A dwelling unit providing complete independent living facilities requires compliance with design ordinances for handicap provisions, solar water, photo-voltaic and gray water preparations.
" Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.
" All SFR and Duplex plans submitted after March 1, 2009 require a solar water system, or future installation preparation City of Tucson Ordinance #10549 with one of the following provisions: ½"control conduit and two ¾" copper piping for water with rooftop termination; straight 3" capped sleeve; or an accessible attic (clear path 30" wide x 30" high) over the water heater. Show appropriate notation.
" All SFR and Duplex plans submitted after July 1, 2009 require a solar photo-voltaic system, or future installation preparation City of Tucson Ordinance #10549 with the following provisions: 1. A 4 square feet area for (meter, disconnect & inverter) equipment adjacent to the electrical service panel or near the proposed collector panel space. 2. A minimum 3,800 volt-ampere PV electrical load entry on the Service Load Calculation (Show as a continuous load of 15.8 A). 4. An Electrical Panel Schedule with a 240 volt circuit breaker space labeled "reserved for Photo Voltaic". Show appropriate notation.
" All construction drawings submitted after June 1, 2010 for one- or two-family dwellings must provide gray water utilization or preparation, Ordinance #10579/11089. Include two clothes washer standpipes at an exterior wall, one with an above grade stub-out, and one to the building drain; also gray drain line discharge of all second story bathing fixtures through an exterior wall before connection to the building drain for future gravity distribution.

FOUNDATION PLANS:

1. Show exterior wood siding, sheathing and wall framing with a 6" clearance above the ground, R317.1 item 5.
2. Show or notate a 6" minimum separation of untreated exterior posts above finished grade and metal pedestal base with 1" space above concrete, R319.1.4 exception 1.
3. Notate the grade away from foundations with a minimum 6" fall within the first 10', R401.3.
4. Show the minimum 12" footing depth below undisturbed soil, R403.1 with #4 (top & bottom) continuous reinforcement. The continuous footing requirement applies to all new exterior walls.
5. The PAHD series holdown referenced on sheet #2 has been discontinued. Revise the Braced Wall Panel notation with an Alternate Braced Wall Panel device that provides the required uplift capacity, Table R602.10.6.1.

FLOOR PLANS:

1. Show a maximum ½" floor elevation change at a notated accessible route entrance on the floor plan, R106.1.1.
2. Show the location of a minimum 22" x 30" attic access. Attic access is required for areas exceeding 30 SQ FT with a minimum of 30" of headroom and located in a hallway or readily accessible space, R807.1, or show passage between the proposed and existing accessible attic areas.

SECTIONS - DETAILS:

1. Show the ceiling gypsum board as either 5/8" or ½" sag resistant when applied to 24" o/c ceiling framing, IRC table R702.3.5 footnote d.
2. Show fiber-cement board or glass mat gypsum backers for tiled walls in tub and shower areas, R702.4.2.
3. Calculate and show the attic ventilation using 1 to 300 of attic area in compliance with R806.2.
4. Show a minimum 1" ventilation clearance between ceiling insulation and roof sheathing over the wall and eave area if eave vents are used, R806.3. This may be accomplished w/ baffles.

PLUMBING PLANS:

1. Show an individual accessible water supply shut off for each dwelling unit, P2903.9.1.
2. Show a provision for a future solar water system, City of Tucson Ordinance #10549.

MECHANICAL PLANS:

1. Provide an equipment specification list including the cooling tonnage capacity consistent with calculations, M1302.1.

ELECTRICAL PLANS:

1. Show the location of a smoke alarm, R313. Notate that all smoke alarms must be interconnected with a power source from the building wiring, and be equipped with battery backup.
2. Add a double breaker space for future Photo Voltaic on the panel schedule, E3404.11 & E3706.2.
3. Show the location of a typical electrical panel on the Electrical Plan with 4 square feet of clear area for future Photo Voltaic equipment, E3601.6.2 & E3705.8.
4. Revise the electrical load calculation showing a minimum 3,800 volt-ampere or 16 A continuous load entry for future Photo Voltaic equipment, E3602.2.
5. Designate the circuit number at the location of each light fixture, receptacle, appliance and equipment disconnect switch, E3703.5. Clarify the circuit number of the refrigerator.
6. Show both small appliance circuits at the kitchen countertop with GFCI protection, E3902.6. Include circuit #13.
7. Protect all 15A & 20A proposed outlets (except bathrooms and kitchen) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.12.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style, or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Tucson is in climate zone 2B. The simplified prescribed energy values for glazing is U=0.40, skylights U=0.65, ceiling R=38 and walls R=13. Show a means of achieving the prescriptive values at each assembly, or show overall compliance if using less than prescribed component values by providing a RES check calculation.
