Engineering Division does not recommend approval of the Building Plan at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification: http://www.amlegal.com/nxt/gateway.dll/Arizona/tucson_az_udc/administrativemanual?f=templates$fn=default.htm$3.0$vid=amlegal:tucson_udc_az The following items need to be addressed: SITE PLAN: 1) AM Sec.2-06: Provide a Development Plan Package application for review and approval prior to the building plan approval due to the proposed site changes. The site plan included in the building plan set shows changes to the site layout that effect parking, pedestrian access, a new Porte Cocher, curbing, etc. It is acknowledged that a meeting was held with the Zoning Reviewer, David Rivera and that he stated a full Development Plan Package (DPP) review by all agencies was not required; however due to the site changes a DPP application and at a minimum Zoning, Engineering, Landscaping and Handicap reviews must take place. 2) AM Sec.2-06.3.2: Revise the development plan documents so that all mapped data is drawn at a standard engineering scale for site construction purposes. 3) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-XXXX) that is assigned must be added to the lower right hand corner of the plan on all sheets. 4) AM Sec.2-06.4.7.A.6: Revise the development plan document to provide a general notes stating; "This project is designed to meet the overlay zone criteria for Sec.5.4, Major Streets and Routes (MS&R) Setback Zone and Sec.5.5, Gateway Corridor Zone." 5) AM Sec.2-06.4.8.C: Revise the development plan document to label and dimension all existing right-of-ways for the existing streets that are shown on the development plan, specifically Alvernon Way and Elmwood Streets. 6) AM Sec.2-06.4.8.C: Revise the development plan document to label Alvernon Way as "MS&R Arterial Street, Gateway Route and Public." 7) AM Sec.2-06.4.9.H.2: Revise the development plan document to label and dimension the existing and future SVTs for the driveway entrance at Alvernon Way. Arterial Streets require a 20'x345' near side and a 20'x125' far side SVT. 8) AM Sec.2-06.4.9.H.2: Revise the development plan document to label and dimension the existing SVTs for the driveway entrance and Elmwood St. PAAL to Local Street require a 20'x185' near side and a 20'x110' far side. 9) AM Sec.2-06.4.9.H.5: Revise the development plan document to label and dimension all new parking spaces that are being created by the new site layout. Specifically the new handicap parking space. 10) AM Sec.2-06.4.9.H.5: Revise the development plan document to clearly delineate the one-way access around the Porte Cocher. The dimensions labeled on the site plan (15-feet) do not meet the minimum 20-foot width for two-way vehicular access. Provide signage and directional arrow to delineate the one-way access or provide the minimum 20-foot dimension. 11) AM Sec.2-06.4.9.H.5: Revise the development plan document to note or clearly delineate that the proposed pavers and pavers edging as shown on Sheet A3 are to remain fully onsite. The pavers can not extend into the existing right-of way of either street without the written approval from TDOT Permits and Codes. All work within the right-of-way will require a Right-of-Way Use Permit. 12) AM Sec.2-06.4.9.J: Revise the development plan document to label and dimension the future right-of way dimensions for the MS&R Street adjacent to the project. Provide dimensions for future right-of-way and SVTs, etc. Verify that required improvements are not constructed within this area. 13) AM Sec.2-06.4.9.R: Revise the development plan to clearly label the width of all new pedestrian access paths. Verify that the widths meet the minimum for ANSI and Technical Standards requirements. 14) AM Sec.2-06.4.9.R: Revise the development plan document to dimension the width of the pedestrian access path (crosswalk) from the building to Alvernon Way. If the dimension is shown on another sheet besides the site plan sheet provide the reference for construction purposes. 15) AM Sec.2-06.4.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. GENERAL COMMENTS: Please provide a Development Plan Package and application that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Once the DPP is approved the building plan can be stamped approved by ENG.
