Per 2011 NEC-230.2, a building or structure shall be permitted to be supplied by one service unless permitted by 230.2 A thur D, two services appear to feed the unit. one from the utility transformer and one fron the 1200 amp SES. 2. Per 2011 NEC 230.71, the max number of disconnects for each service is not more than 6 in a single enclosure, with the addition of Unit 180, now 4 metered switches plus the 6 spare unused switches. In addition to over 6 switches ,the addition of feeders on to the line side of the SES consitutes a change to the SES, not sure how others shown have been connected, however changing the intended use of the SES would require a 3rd party verification.
