Table 604.3, IPC 2012 requires a design capacity of 25 GPM for supply pipes serving siphonic flush-valve water closets. If tank-type water closets are being replaced by flush-valve water closets, verify that the water velocity in the existing supply pipes will not exceed the maximum velocity recommended by the piping manufacturer or accepted engineering practice (e.g. 8 FPS in copper tubing).
