FROM: Michael St.Paul, Planning Technician

PROJECT:
T13CM01881
4243 East Santa Barbara Avenue
Addition to SFR (T12DV10488)

TRANSMITTAL: April 5, 2013

COMMENTS: the following comments are for a single-family residence (SFR).

1) This site is located in the R-1 zone (UDC Section 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9.

2) A copy of the plot plan instructions has been included with these comments. The model is on one side of the sheet and a list of content requirements is on the other.

3) Four (4) parking spaces are required for a SFR in the R-1 zone with six (6) bedrooms (UDC Section 4.9.7.B.7). The parking spaces must be provided on site and must be in the side or rear yards. Parking may not be provided in the front yard. A dustproof parking surfaced is required with at least a two (2) inches of compacted pea gravel (UDC Section 4.9.7.B.7).

4) Clearly depict, with dimensions, the vehicle use areas on the plot plan. Also depict the roof overhang on the plot plan. Any roof overhang that exceeds two (2) feet shall affect the setback.

5) Provide lot coverage calculation on the site plan. List the square footage of all enclosed structures, additions and vehicle use areas. Provide the total square footage. Divide that total by the lot square footage to get the percentage of coverage. The maximum lot coverage is seventy percent (70%). See UDC Table 6.3-2.A.

6) Provide the street center line and curb location on the plot plan. The front property line is twenty-five (25) from the street centerline and ten (10) feet back from the curb. (A copy of the street plan is included with these comments. A copy of the Assessor's Record map is also included.) It is apparent that the front property line is incorrectly placed, and therefore the house is also incorrectly placed on the lot.

7) The minimum setback to the front street perimeter property line is the greater of twenty (20) feet, or one and one-half (1 ½) the height of the proposed wall ((UDC 6.4.5.C.1.a). The correct placement of the front property line and the house is necessary to determine compliance with the setback.

8) The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure's wall facing each interior property line (Table 6.3-2.A). Provide dimensions on the elevation drawings measured from the ground level to the highest point of each wall facing a property line. Do not use approximate measurements such as plus or minus on the plans. The dimensions only need to be to the nearest inch. Correct the setback requirements on the site plan. Also correct the location and dimensions of the house on the site plan.

9) Provide additional information to the legal description on the site plan (W62' E342' N140' S329.82' E2 NE4 SW4 .20 AC SEC 15-14-14). See the Assessor's print-out.

10) Identify the zoning of the adjacent parcels (R-1) on the plot plan.

11) Please bring the corrected plot (site) plan to the counter for review.
04/05/2013 JASON GREEN ENGINEERING REVIEW Approved ENG needs to stamp the plan once Zoning approves it.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the notated items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and the 2012 International Energy Conservation Code. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

FOUNDATION PLANS:

1. Locate and detail all footings (R301.1) for the porch posts. Show or notate a 6" minimum separation of untreated exterior posts above finished grade and metal pedestal base with 1" space above concrete, R319.1.4 exception 1.
2. Show the required minimum one #4 reinforcement rebar 3" from edge in the porch post footers, R403.1. (City of Tucson Amended).

FLOOR PLANS:

1. Show compliance with R304 providing habitable rooms (Computer Room) with not less than 70SF and horizontal dimensions not less than 7'.

STRUCTURAL PLANS:

1. Provide a header schedule and show existing opening sizes supporting new roof consistent with Table 502.5(1) & (2).

SECTIONS - DETAILS:

1. Provide a complete roof connection detail #2/5 showing existing rafter connection to the proposed beam, R301.1. The 3-2x12 beam assembly is undersized if supporting the existing roof at the largest span (Kitchen) location.
2. Show fiber-cement board or glass mat gypsum backers for tiled walls in tub and shower areas, R702.4.2. Revise General Note #19 if using wall tile.
3. Show a Porch post/beam fastener with appropriate uplift capacity, R802.11.
4. Show location and method of flashing the proposed roof to existing roof, R903.2.1.

PLUMBING PLANS:

1. Show the water pipe sizes with sufficient capacity for controlling excessive flow rates by including a water fixture total for the building, P2903.6. A minimum 1" water pipe is required between the shut off valve and water heater.

MECHANICAL PLANS:

1. Show supply and return ducts with minimum R-8 insulation (includes vented attics) except when completely located inside the thermal envelope, N1103.2.1. Clarify note #2.
2. Provide Manual J/S/D calculations in accordance with M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D.
3. Provide return air duct and register sizes meeting minimum requirements of 72 SQ IN/ ton, M1403. Minimum duct/register size: heat pump or air conditioner - 6 SQ IN per 1,000 BTU (1 ton cooling = 12,000 BTU). The 3.5 ton unit requires a minimum 18" diameter return air duct.
4. Show dryer vent size and location for venting to exterior, M1501.

ELECTRICAL PLANS:

1. Provide an exterior outlet at grade level located at the back of the dwelling, E3801.7.
