The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard Area Regulations, and is bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations require application for, review and approval of an additional Floodplain Use Permit. This floodplain use permit is issued with the following 11 conditions: 1) All improvements proposed under this permit will be cumulative in percentage, to include this project. 2) The proposed improvements shall not impose conditions that would increase the flood damage potential to the combined proposed and existing building, by 50 percent or greater of the existing structure's value. 3) A cost estimate (ADG, Inc; 28FEB13) was used showing that the improvements are less than 50 % (estimate was 34.5%) of the assessed value ($41,640) as shown on the Pima County Assessors Website. No person shall repair or alter property in a piecemeal manner so as to avoid the provisions of Section 26-4.1.a.3, Chapter 26-Tucson Code. The estimate will be recorded and if piecemeal permits for this construction are applied for the cost estimate will be added to it. 4) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 5) This Floodplain Use Permit is issued concurrently with the improvement plans/permit. Copies of these documents shall be kept in a readily accessible location on site at all times. 6) Any future permanent, freestanding walls or other structures shall have separate floodplain use permit applications submitted to this office for review and approval. 7) An application/processing fee of $50.00 (submittal fee) must accompany each future request for work to be authorized under this floodplain use permit. Engineering study review fees of $150.00 may be imposed based upon the fee schedule in the current floodplain ordinance. 8) The associated improvements are with permit activity number T13CM01153. 9) The applicant attests to the fact that the plans and documents submitted represent all of the improvements that will be done to the existing building, and that all additions, improvements or repairs to the building are included in the construction plans and/or documents herewith. No other improvements, repairs, reconstruction, additions or remodeling have been made to the structure that is not indicated in the attached plans and/or documents. 10) Renewal of this permit will require a new application, review and approval of that application by the City of Tucson Planning & Development Services Department, Engineering Division. This permit may be renewed for up to one year at the sole discretion of the City Engineer or designated representatives. 11) This permit is specific to the improvements for 835 E 31st Street as indicated on the approved plans. It shall not apply to any other structure or property, whether attached or unattached, not specified under this permit. This Floodplain Use Permit will be automatically revoked and becomes invalid if conditions are not complied with, as set forth in this permit. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the notated items indicating action taken. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2012 International Residential Code and the 2012 International Energy Conservation Code. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration. GENERAL NOTES: " Limit all code references to those recognized by the City of Tucson. Adopted 2012 codes are listed at the Planning & Development Services web site. Clarify the code references used for the design. Update notes #1, 7 & 16, sheet E1.1. FLOOR PLANS: 1. Show a floor plan labeling all proposed functions of rooms and spaces, R106.1.1. Include adjacent rooms with altered doors, windows or appliances. 2. Provide a landing with minimum 36" depth between the door and tread at the bottom of the stairway, R311.7.6. SECTIONS - DETAILS: 1. Identify the location, size and spacing of ceiling joist, R106.1.1. 2. Show the ceiling gypsum board as either 5/8" or ½" sag resistant when applied to 24" o/c ceiling framing, IRC table R702.3.5 footnote d. 3. Specify all ledgers connected to masonry walls with 3x material, Figure R606.11(1). Clarify Detail 2/S2.1. 4. Provide top plate anchor bolt spacing and minimum 4" embedment, Figure R606.11 (1). Protect all outlets (except required GFCI circuits) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.12. 2. Protect extended branch circuits with combination type arc-fault circuit interrupters, or an AFCI type receptacle at the first outlet on the branch circuit, E3902.13. OUTDOOR LIGHTING CODE 1. Show compliance with City of Tucson Outdoor Lighting Code; the total property lighting limit for area E3 is 55,000 lumens per acre and the unshielded limit for area E3 is 12,000 lumens per acre. Include all exterior fixtures on the property in the calculations. Separately show the fixture wattage both full cut-off and unshielded styles for determining exterior lighting limits. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Show the installation of minimum required "R" values of insulation where gypsum board is installed at ceilings, N1102.1. Clarify Details 2 & 4/S2.1 by showing two layers of R-19 if this is how the R-38 value is obtained.
