Presidio Road, which is zoned C-1 neighborhood commercial. The proposed WCF monopalm is 65-foot tall. The site has 251,130 square feet of land area (5.76-acres) and located southeast from the intersection of Country Club and Fort Lowell. The monopalm and associated ground equipment will be located near the north property line and approximately 175 feet from the east property line. The ground equipment will be located within a fully enclosed 11' 5" X 20' shelter, within an approximate 40' x 20' lease area. The ground equipment shelter will be partially screen from view by existing buildings on adjacent parcels fronting Fort Lowell Road. The parcel is developed as a religious center. The ground equipment shelter will be 10'-7" tall. Access for maintenance will be from Fort Lowell Road via an existing PAAL. According to the Major Streets and Routes Plan, Fort Lowell Road is an arterial street. Surrounding Land Uses and Zoning The special exception site is zoned C-1 and R-2 developed with a religious center and located at 3201 E. Presidio Road; to the west are a mix of residential and office uses fronting Country Club Road which are zoned C-1 neighborhood commercial, to the north are a mix of retail and office uses fronting Fort Lowell Road, which are zoned C-1 neighborhood commercial, to the east and south is a residential neighborhood with single story, single-family and multi-family development in the R-2 residential zone. Special Exception Presubmittal Meeting: The applicant attended a special exception pre-application conference meeting on September 26, 2012. At the special exception pre-application meeting staff discussed a variety of points: a plan amendment would not be required for the special exception to proceed; visual impacts are expected to be minimized by the proposed stealth monopalm design and the proposed location at the rear of the site will partial screen the ground equipment from public right-of-way. In addition, staff recommends a cluster of live palm trees be part of the special exception requirements as these considerations will help mitigate and diminish visual impacts to surrounding land use. Neighborhood Meeting: A second neighborhood meeting was held on November 20, 2012. A large group of people attended but only fourteen (14) property owners signed the attendance sheet. In addition, two representatives from the Ward 3 Office attended. Discussion included; optional location(s) for cell tower, RF emissions and heath concerns, appearance of cell tower, and what will it do for the community. A majority of those in attendance expressed concerns relating to potential health effects, others concerns expressed but to a lesser degree were impacts on property values, noise, and location. Land Use Plan Policy Summary: Policy direction is provided by the Grant-Alvernon Area Plan and the General Plan. Grant-Alvernon Area Plan, Office and Commercial Policy 6 discourages wireless communication antennae arrays unless concealed, disguised, or collocated on exiting buildings or structures. The General Plan - Element 4, Policy 3.7 requires that, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Policy 4.6 promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Assessment: The proposed wireless communication facility is planned within the C-1 zoned portion of the subject property. The commercially zoned portion of the property has direct access to the commercial corridor along Fort Lowell Road. The site is a religious center developed on a 5.76 acre parcel. The parcel is roughly 660' X 360' with the nearest residential home at approximately 300 feet to the east of the proposed monopalm site. The proposed height is 65 feet and will be visible from the surrounding areas and therefore the applicant is proposing a stealth monopalm cell tower design to mitigate visual impacts. The area is void of trees with vertical heights to complement the monopalm and therefore to promote neighborhood character, staff will recommend that a cluster of palm trees be part of the proposed monopalm design to further diminish visual impact as a single monopalm at a height of 65 feet. In addition, staff will recommend that any future graffiti on the proposed ground equipment shelter be removed within ten working days of observation. The proposed cell tower will help improve telecom services to the established neighborhoods and businesses in the area. The proposal is consistent with the Grant-Alvernon Area Plan and General Plan policies, and does not require a plan amendment. Staff believes special exception conditions can be used to address compatibility concerns. Anticipated conditions may include the following: " Communication tower shall be stealth in design, disguised as a monopalm; " Monopalm shall not exceed 65 feet in height; " Monopalm shall include crown, pineapple, and cladding of pole from pineapple to ground surface; " A cluster of live palm trees will be considered by staff as part of the special exception mitigation to aid and diminish visual impacts to surrounding land use. " Ground equipment to be located within an enclosed shelter, as represented; " Monopalm fronts must vary in length 7'-10' and be placed to extend above, below and between antennas; " Cladding shall not be painted out, cladding panels must be painted light/shade cameo-provide sample; " Set up monopalm for 2nd carrier to co-locate in pineapple under crown; " frond colors shall be close to living palms; provide color sample; " Ground equipment to be screened with a textured masonry wall painted with a color complementary to other structures found in the area. Presidio RD., adding a new 65' height monopalm on a church site. The City of Tucson has been moving toward achieving sustainable development, mitigation of Urban Heat Islands and green building principles. In addition to the City of Tucson's General Plan, Mayor and Council endorsed the United Nations Urban Environmental Accords in 2005, adopted the US Mayors' Climate Protection Agreement in 2006, endorsed the City of Tucson Urban Landscape Framework and adopted the City's Framework for Advancing Sustainability in 2008. As the city grows to accommodate population influx, the urban heat island effect also increases due to loss of pervious surfaces and vegetation replaced by impervious surfaces. The young, elderly and those with chronic health conditions are the most vulnerable populations to heat exhaustion during extreme heat events. Increasing reflectivity of these paved surfaces, proving shade (trees and/or shade structures) or pervious surfaces mitigate the heat absorption quality of dark pavement. The City encourages developers to work with staff to apply best management practices to mitigate urban heat island effects; this includes use of cool roof surfacing. The revised Preliminary Plan proposes to replace the three (3) trees being removed along with the addition of 2 palm trees. Replacement of the removed trees will maintain tree canopy in the area providing a number of benefits including, filtering particulates and pollution from the air, capturing rain both from the roots and leaves thereby slowing rainwater flow and volume, providing coolness from leaves transpiring and shade for potential pedestrian traffic. Addition of the two (2) palm trees will provide some clustering and aesthetic relief from the single monopalm. No additional conditions from OCSD. |
