| 06/01/2012 | JOHN BEALL | COMMUNITY PLANNING | REVIEW | Completed | PLANNING & DEVELOPMENT SERVICES DEPARTMENT SE-12-63 AT&T - W. Limberlost Drive General Plan 6/1/12 RH This proposal is for a special exception use in a C-2 commercial zone, to allow a 65 foot wireless communication facility designed as a monopalm to replace an existing 50 foot wireless communication facility designed as a flagpole. The site is at 510 W. Limberlost Drive, approximately 170 feet east of the intersection of 14th Street and Limberlost Drive. The approximately one acre site is developed with a storage facility. The existing stealth antennas are located within an existing flagpole that will be removed and replaced by a true flagpole to be located at the same place. The existing CMU enclosed ground equipment area located along the east façade of the storage facility will remain in its present location. The applicant is proposing to locate a 65-foot high monopalm within the existing enclosed ground equipment area. Primary vehicular access to allow maintenance to the wireless communication facility will be from Limberlost Drive using an existing driveway located along the eastern boundary of the storage facility center. According to the Major Streets and Routes Plan, Limberlost Drive is designated a local street. Surrounding Uses/Zoning: The adjacent land use and zoning surrounding the subject parcel are: to the east a shopping center zoned C-3 (general and intensive commercial); to the north storage uses zoned R-2 (medium density residential); to the west a mobile home park zoned county MU (multiple use); and to the south across Limberlost Drive a shopping center zoned C-3 (general and intensive commercial). The nearest residential unit to the proposed monopalm site is approximately 120 feet to the west in the mobile home park. The self-storage building is located between the proposed monopalm site and the residential units. Land Use Policies: The General Plan provides policy direction for this site. Element 4, Policy 3.7 requires that, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Element 4, Policy 4.6 promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Analysis: The proposed monopalm and the new ground equipment will be located in an existing equipment enclosure area adjacent to an existing storage facility. The existing stealth antennas located in a stealth flag pole will be replaced by a real flag pole. The enclosure area location is on the east side of the storage building, which will provide some visual screening for the mobile home park to the west of the commercial site. Due to the proposed 65 foot height, the monopalm will be visible from surrounding areas. However, the monopalm stealth design will mitigate visual impacts and the ground level equipment will be screened from adjacent properties. Recommendation: The request for special exception is consistent with policy direction provided by the General Plan. Staff offers the following design mitigation measures for consideration as part of the rezoning process. 1. The site plan shall clearly illustrate compliance with all conditions through the use of details, diagrams and/or notes. · GP, Element 4, Policy 3.7 & Policy 4.6 2. Ground equipment to be located as shown on preliminary development plan dated 5/8/2012 and wall shelter enclosure to be textured and colored to blend with the existing onsite buildings. Development plan to include detail showing all four-sides, identifying dimensions and graffiti resistant colors. · GP, Element 4, Policy 3.7 & Policy 4.6 3. There shall be no exterior wiring, visible footpegs, portals, cabling, cable shrouds, or other unnatural appearing feature visible below the monopalm branch canopy. · GP, Element 4, Policy 3.7 & Policy 4.6 4. The top of the artificial monopalm including fronds shall not exceed sixty-five feet (65') in height. · GP, Element 4, Policy 3.7 & Policy 4.6 5. Antenna dimensions shall not exceed 98 inches. · GP, Element 4, Policy 3.7 & Policy 4.6 6. Antenna mount shall be designed with dimensions that allow maximum coverage and disguise of antennas and appurtenances. · GP, Element 4, Policy 3.7 & Policy 4.6 7. Antennas and appurtenances shall not extend above, below, or beyond fronds. · GP, Element 4, Policy 3.7 & Policy 4.6 8. The monopalm frond density and design shall properly camouflage the proposed antennas and there shall be a minimum of 65 fronds. Fronds shall be placed to extend above, between and below antennas and appurtenances. Frond length shall vary as needed to provide maximum camouflage of antennas and appurtenances. The antenna arrays shall be painted to camouflage them using a color mix (shade/light) given off by palm fronds in the daylight hours. · GP, Element 4, Policy 3.7 & Policy 4.6 9. Appurtenances shall either be concealed or disguised using a color mix that serves to camouflage the surface of the appurtenances. · GP, Element 4, Policy 3.7 & Policy 4.6 10. AT&T shall routinely monitor the facility and repair/replace any artificial fronds that may become worn through time or damage. · GP, Element 4, Policy 3.7 & Policy 4.6 11. A copy of the Special Exception decision letter shall be included with the site plan at the time of permit application submittal. f:/sharedri/UPDfiles/DevRev/caserev/SP-Excpt/SE 11-12/SE-12-63 AT&T - W.
