The following comments are based on Development Standard 2-01.0: 1. D.S. 2-01.3.3 Provide the development package number, DP12-0158, adjacent to the title block on all sheets. 2. D.S. 2-01.3.4 Identify the section corners on the location map. 3. D.S. 2-01.3.A.4 Sheet 1 "ZONING AND LAND USE NOTES" #6, the verbiage listed after LUC 3.5.4.6.C is not correct. Section 3.5.4.6.C references "SOUP KITCHENS ARE NOT ALLOWED". 4. D.S. 2-01.3.7.A.6.b Sheet 1 "ZONING AND LAND USE NOTES" #9, Add the LUC Section "2.8.2" to the note. 5. D.S. 2-01.3.8.A The northeast property line appears to be made up of two (2) segments. Provide the bearing in degrees, minutes, and seconds, and the distances in feet for the southern most segment. 6. D.S. 2-01.3.8.B There are "1' NO ACCESS EASMENTS" shown on the last approved development plan. Show these easements on the plan and provide the recordation information. 7. D.S. 2-01.3.9.F There is a zoning reference to the west of 1st Avenue of "COT ZONE CB-1", this reference should be County Zone CB-1. 8. D.S. 2-01.3.9.H.5. Show the required drive-through stacking spaces on the plan. 9. D.S. 2-01.3.9.H.5. Show the required 1' setback between the building, at the pick-up window, and the drive-through. See LUC Section 3.3.6.6.B.1.b 10. D.S. 2-01.3.9.H.5. Provide a width dimension for what appears to be a one-way PAAL adjacent to the "CUSTOMER WAITING LINE". 11. D.S. 2-01.3.9.H.5.a The vehicle parking calculation is not correct. The required number should be 51. 12. D.S. 2-01.3.9.H.5.c The loading space calculation is not correct. Per LUC Section 3.4.3.2 Calculations for Loading Areas. The calculation for the required number of loading areas is based on the proposed land use and the size of the project as provided in Sec. 3.4.5. The size of the project is the gross floor area of the use, including any outdoor area dedicated to the use, but excluding vehicular use areas. That said based on 5,104 sq. ft. One (1) type A loading space is required for this project. Revise the calculation and show the loading space on the plan. 13. D.S. 2-01.3.9.H.5.d Demonstrate on the plan or a detail how the requirements of LUC Section 3.3.9.4.B, .C & .E are met. 14. D.S. 2-01.3.9.O Per LUC Section 2.8.2.5.A The maximum height of a structure will be one-third (1/3) the distance of the structure from the future right-of-way line. That said based on a 52.78' distance form the right-of-way the maximum height of your building is 17.59' 15. D.S. 2-01.3.9.Q Show the footprint for the "DINING AREA (COVERED) on the plan and provide the height of the proposed cover. 16. D.S. 2-01.3.9.R As it appears parking vehicles will be allowed to over-hang the sidewalk shown along the west side of the proposed building the sidewalk is required to be a minimum of 6'-6" wide, 2'-6" overhang and minimum sidewalk width of 4'-0". 17. D.S. 2-01.3.9.R There are two sidewalks with marked crosswalks shown, one east and one south of the building the direct pedestrians into a vehicle use are. Clarify the purpose of these sidewalks. The southern stripped area located between the vehicle parking spaces is require to be a sidewalk physically separated from the parking area. 18. D.S. 2-01.3.9.R Demonstrate on plan or detail that the proposed accessible signs do not encroach in to the required 4'-0" sidewalk. 19. D.S. 2-01.3.9.W All signage, directional, menu, preview, shown on the plan will require separate permits. Provide a note on the plan stating that separate permits are required. The following comments are based on LUC Section 2.8.2. 1. Per LUC Section 2.8.2.4.A A buffer area thirty (30) feet wide, adjacent to the MS&R right-of-way line, is to be preserved and maintained in its natural state. The buffer area shall be in lieu of the landscape border required along street frontages under Sec. 3.7.0, Landscaping and Screening Regulations. That said as this is a full code compliance review. Show the required 30' buffer and the native vegetation will need to reestablished. 2. As the proposed project has a street frontage of greater than two hundred (200) feet demonstrate on the plan how the requirements of LUC Section 2.8.2.6.B are met. 3. Per LUC Section 2.8.2.5.A The maximum height of a structure will be one-third (1/3) the distance of the structure from the future right-of-way line. Within the 30' scenic route buffer area, indigenous plant material is to remain. If any disturbance occurs during construction or prior to permit application, the buffer area is to be revegetated with native plants indigenous to the site and the area reconstructed to look as natural as possible. DS 2-06.7.1.B 2) Revise the plant palette to use native vegetation in the scenic route buffer area. 3) The extent of grading/construction along the River Rd. frontage shall preserve the scenic route buffer and natural topography and where necessary employ a rip-rap treatment that provides a natural appearance. Add notes or details as necessary. 4) Revise Landscape Note 1 to correspond with SCZ regulations. In most cases screened rock is not appropriate for the scenic route buffer area of the adjacent ROW areas. |
