Drachman Street, Sparkle Dry Cleaners PROJECT: Historic Landmark Sign (HLS) Review FOR: Existing Detached Nonconforming Pole sign consists of 1 large panel with irregular shape, with full extents of the sign at 11 x 18.5 = 203.5 sqft total, located off Stone Avenue and Drachman Street frontages. PROPOSAL: consists of a Treatment Plan to restore the sign to 1955 appearance by reconstructing lost neon from the palate with adaptive re-use of that area of the sign with copy for the current tenant, re-installing incandescent chaser lights, three-dimensional lettering on the manual message board, restoring neon lettering, upgrading electrical and painting to original color configurations. RECOMMENDATION: The application demonstrates the sign meets the criteria for a Classic HLS designation. REVIEW: Staff found records in microfilm that indicate the sign was permitted on October 14, 1955 by Zeon Electrical Products Corporation. The application lists an "adaptive reuse" of the sign, with a diagram showing future conditions that the top "biomorphic pallet corner element" of the sign is to be dedicated to the current tenant "Sparkle Cleaners" under a repair permit to change the copy and add neon to the sign panel. The site plan provided for the HLS review demonstrates the original configuration of both the building and the pole sign near the street corners of Stone Avenue and Drachman Street. The site plan is from the original 1955 permit package submitted for the pole sign, which does not call out the setback for the leading edge of the pole sign from the face of either street curb. Based on aerial photos, it may be the sign is now within the City of Tucson's right of way at the street corner, and a Temporary Revocable Easement may be needed to keep the sign in it's current position. To evaluate whether the sign is in the right of way, a setback dimension is needed from both Stone Avenue and Drachman Street to compare with engineering's right of way plans. (UPDATE: 7/30/12 - TDOT confirmed the sign is NOT in the Right of Way - the right of way acquisition excluded the sign, per surveyor's drawings and legal description.) It should also be noted that Transportation needs to evaluate the restoration of the chaser lights on the sign due to it's proximity near the intersection. Review of Technical Guidelines - The sign does meet all 5 of these criteria: 3-70.D.1. contains exposed neon lighting 3-70.D.2. uses materials representative of it's period of construction (metal) 3-70.D.3. sign is non-rectangular in shape 3-70.D.4. sign is a detached freestanding pole sign 3-70.D.5. sign is structurally safe per contractor's assessment. Review of Performance Requirements - The sign does meet these criteria outlined below: 3-70.E.1.A.
