Miracle Mile, was Wayward Winds Motel - recent reuse as shelter for Gospel Rescue Mission PROJECT: Historic Landmark Sign (HLS) Review FOR: Existing Detached Nonconforming Pole sign consists of 1 large cabinet with irregular shape, with full extents of the sign at 18.83' by 9.5' = 178 sqft total, located off Miracle Mile frontage. PROPOSAL: consists of a Treatment Plan to " restore the sign to it's 1958 appearance... by reconstructing lost channel script and restoring the colored neon and upgrading electrical and painting the color to original configuration." The proposal also calls for an "adaptive- reuse" of the oval panel at the top of the sign cabinet (approximately 24 square feet) for the new tenant on the premises, the "Gospel Rescue Mission". This review encompasses Sections 3-70.D Technical Guidelines and 3-70.E - Performance Requirements for HLS Criteria. Technical Guidelines - The sign meets all 5 of these criteria: 3-70.D.1. contains exposed neon lighting 3-70.D.2. uses materials representative of it's period of construction (except for adaptive reuse panel, which is lexan and vinyl) 3-70.D.3. sign is non-rectangular in shape 3-70.D.4. sign is a detached freestanding pole sign 3-70.D.5. sign is structurally safe per contractor's assessment. Performance Requirements - The sign does meet these criteria outlined below: 3-70.E.1.A. Restoration and repair is consistent with documented appearance prior to 1961 (per permit) 3-70.E.1.B NA (Not transitional HLS) 3-70.E.1.C NA (not replica HLS) 3-70.E.1.D Restoration will not add typographical elements resulting in increase in size of restored sign. 3-70.E.2 - Adaptive Reuse: 3-70 E.2.A - NA - not replica 3-70 E.2.B - defer to TPCHC 3-70 E.2.C - defer to TPCHC 3-70 E.3 NA - no Relocation planned 3-70 E.4 NA - not replica HLS 3-70 E.5 - Main sign structure has not been altered or removed per 3-96.C.1. Overview: The Treatment Plan calls for thre removal of the main sign cabinet, refurbishing the cabinet, manufacturing and installing the channel letters, adding neon in colors representative of it's original condition, and adaptively re-using a portion of the panel with similar material -albeit modern material - to what was used when originally permitted. In sign cabinet would then be reinstalled (support poles to remain in place). PERMITTING PROCESS: Should the TPCHC approve the proposal and designate this sign as an HLS, the work involved in it's restoration is equivalent to a sign repair permit at minimum. To obtain a sign repair permit requires staff to review structural and electrical drawings and calculations that support the method of assembly and the electrical assembly, a sign permit application and site plan demonstrating the position of the sign with Sight Visibiltiy Triangles, property lines and sebacks from the face of street curb called out.
