The applicant is authorized to use a portion of City of Tucson and FEMA jurisdictional floodplain, specifically described as:
125 W YAVAPAI RD, Tucson Arizona 85705, within Township 13S, Range 13E, Section 25, FIRM panel 1688L, Parcels 106-03-148A & 106-03-128B, being SAWTELLE PLACE S220' OF LOT 8 ALL OF LOTS 9 THRU 18 & E15' OF LOT 20 & PTNS OF ABAND WINDSOR ST & YAVAPAI RD, a portion of SAWTELLE PLACE LOTS 5 THRU 26 & LOT 1 EXC RD & ABAND ALLEY & RD BLK 7, and a portion of SAWTELLE PLACE LOTS 5 7 9 11 13 15 17 19 21 23 & 25 BLK 6
for the purpose of Amphi High School toilet & building renovation to campus main building structure, drainage infrastructure, hardscape, parking, and grading improvements in a portion of FEMA Special Flood Hazard Area Zone & local floodplains within the Flowing Wells Wash Watershed (DG).
The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and if applicable, Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under the City of Tucson Floodplain and Erosion Hazard Regulations require the issuance of an additional Floodplain Use Permit.

The following 11 conditions apply to permits T12OT01659 and DP13-0012:
1) PDSD Engineering Inspections are required prior to final floodplain inspection. For a PDSD Engineering Inspection, call IVR (740-6970), or contact PDSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) See also any associated building permit (T12CM07840), and grading permit (DP13-0012).
3) To assess cumulative substantial improvement, cost estimate ($1,537,321.00) was provided showing that the improvements are less than 50% indicating a cumulative total percentage of 9.3% of the assessed value of the structure, as shown on data provided by the consultant. No person shall repair or alter property in a piecemeal manner so as to avoid the provisions of Section 26-4.1.a.3, Chapter 26-Tucson Code. The estimate will be recorded and any future improvements will be added to it.
Estimated cost of improvement (renovation and new construction) = $1,537,321.00
Assessed value of the existing structure = $16,532,820.00 (bldg)
Cumulative percentage of improvements to the existing structure:
$1,537,321/ $16,532,820 = 9.3%
4) Floodplain Use Permit & plans shall be kept in readily accessible location on site at all times. Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T12OT01659. FOR INFORMATION PLEASE CALL 791-5550."
5) All future improvements to each structure will be cumulative in percentage, to include this project.
6) The proposed improvements shall not impose conditions that would increase the flood damage potential to the combined proposed and existing building, by 50 percent or greater of the existing structure's value.
7) When the cumulative improvements equal or exceed 50% of the current value of the structure; no other improvements will be permitted unless the entire structure is brought into compliance with the City of Tucson Floodplain and Erosion Hazard Area Regulations (Chapter 26, Tucson Code). If the project is determined to be a substantial improvement, and, if it is determined that the lowest flood elevation is below the regulatory floor elevation, a design submittal, and review and acceptance of the submittal for floodproofing will be required and shall conform to current City of Tucson and FEMA floodplain development requirements in effect on the date of authorization by the Development Services Department.
8) No disturbance is permitted other than area within the lot and as shown on the approved plans. Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties.
9) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson.
10) The applicant attests to the fact that the plans and documents submitted represent all of the improvements that will be done to the existing building, and that all additions, improvements or repairs to the building are included in the construction plans and/or documents herewith. No other improvements, repairs, reconstruction, additions or remodeling have been made to the structure that is not indicated in the attached plans and/or documents.
11) If any walls are to be built, separate permits are required, at-grade wall openings will be needed, & will need to be inspected by City of Tucson PDSD Engineering.

This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire 2 years from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Planning & Development Services Department, Engineering Division.
