| 04/04/2013 | ELIZABETH LEIBOLD | ENGINEERING | REVIEW | Approved | FLOODPLAIN USE PERMIT: T12OT01632 (East Bldg) PROJECT ADDRESS: 1002 N Main Av, Tucson Arizona 85705 PROPERTY OWNER: Salvation Army The applicant is authorized to use a portion of City of Tucson jurisdictional floodplain, specifically described as: 1002 N Main Av (East Bldg), Tucson Arizona, within Township 14S, Range 13E, Section 12, Parcel 117-02-3500, being TUCSON RESUB OF BLK 11 LOTS 17 18 23-26 31-34 & PTN LOTS 15 & 16 & ALLEY BLK 11, Lat 32.2347, Long -110.9765, for the purpose of Salvation Army east building construction within West University Wash floodplain. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and if applicable, Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under the City of Tucson Floodplain and Erosion Hazard Regulations require the issuance of an additional Floodplain Use Permit. The following 11 conditions apply to permit T12OT01632: 1) For a PDSD Engineering Inspection, call IVR (740-6970), or contact PDSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 2) Floodplain Use Permit & plans shall be kept in readily accessible location on site at all times. 3) No disturbance is permitted other than area within the lot and as shown on the approved plans. 4) From floodplain data derived from Private Paving, Grading and Drainage Plan for Salvation Army Hospitality House prepared by Kevin Hall, P.E. of Cyprus Civil Development, sealed 03/20/2013, minimum FFE elevation = 2362.00 NAVD88. 5) Submit Elevation Certifications by a Land Surveyor registered in the State of Arizona for pad elevation (prior to pouring slab), and later for finished construction. PDSD Engineering has the preliminary elevation certificate filled out for the RLS to use, as needed. First elevation certificate must be submitted prior to pouring concrete slab to assure minimum height is achieved. Concrete slab may not be poured until PDSD Engineering accepts Building-Under-Construction elevation certificate. An additional El Cert is needed for Finished-Construction. Assure the lowest elevation of the utility equipment to service the building is provided in C2e) and E4 on finished construction el cert. Notations should be added to clarify type of equipment and location. Submit color photos for Item A6 of the Elevation Certificates. Approved Final El Cert is required prior to final approval of permits for this development; assure the El Certs are provided to the City of Tucson PDSD Engineering Division. 6) PDSD Engineering Inspections are required prior to final floodplain inspection. 7) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T12OT01632. FOR INFORMATION PLEASE CALL 791-5550." 8) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 9) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson and PCRFCD. 10) If any walls are to be built, at-grade wall openings will be needed & will need to be inspected by City of Tucson PDSD Engineering. 11) See also any associated development package for grading permit DP12-0226. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire 2 years from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Planning & Development Services Department, Engineering Division.
