07/23/2012 | ELEIBOL1 | ENGINEERING | REVIEW | Approved | July 23, 2012 FLOODPLAIN USE PERMIT : T12OT01067 (bldg permit: T12CM04471) PROJECT ADDRESS: 10271 E CORTE MADERA FINA, Tucson Arizona 85730 PROPERTY OWNER: DE SCHALIT RONALD L & BOAGER DOROTHY APPLICANT: Solar Plus LLC (520) 603-6222 The applicant is authorized to use a portion of City of Tucson Special Flood Erosion Hazard Area, specifically described as: On Parcel: 136-10-0840 within the Un-named Wash Erosion Hazard Setback within the Natural Undisturbed Open Space of Rancho Sante Fe Subdivision Lot 31, located at 10271 E CORTE MADERA FINA, Tucson Arizona 85730 within T14S R15E Sec.26; for the purpose of Photo-voltaic solar (non-substantial) improvements on the roof to an existing SFR structure in a local erosion hazard setback. In reviewing this Floodplain Use Permit application for improvements to an existing floodprone structure, it has been concluded that the cumulative value of improvements to this structure, as supported by documentation provided by the applicant, is less than 50% of the current value of the existing structure. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard Area Regulations, and is bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations require application for, review and approval of an additional Floodplain Use Permit. This floodplain use permit is issued with the following 12 conditions: 1) This project is located in Zone X as shown on FIRM panel 2309L, and also within un-named wash local erosion hazard setback area for the City of Tucson, within the Eastview Wash (TW) Watershed. 2) To assess cumulative substantial improvement, cost estimate ($8,000) was provided showing that the improvements are less than 50 %, indicating a cumulative total percentage of 14% of the assessed value of the existing structure ($175,632 including land value), as shown on Pima County Assessor Property Inquiry. No person shall repair or alter property in a piecemeal manner so as to avoid the provisions of Section 26-4.1.a.3, Chapter 26-Tucson Code. The estimate will be recorded and any future improvements will be added to it. Estimated cost of improvement (construction) = $8,000.00 Assessed value (2012) of the existing improvements (i.e. structure), excluding the value of the land = $114,160.80 The percentage of improvements to the existing structure: $8,000 / $57,080.40 = 14% 3) This Floodplain Use Permit T12OT01093 is issued concurrently with the associated improvement plans/permit T12CM04471. Copies of these documents shall be kept in a readily accessible location on site at all times. 4) Any new utility sub-panels at the side of structure shall be elevated, with 3 feet below utility sub-panel and the adjacent ground. 5) All work shall conform to the attached plans which are made part of this permit. The applicant attests to the fact that the plans and documents submitted represent all of the improvements that will be done to the existing building, and that all additions, improvements or repairs to the building are included in the construction plans and/or documents herewith. No other improvements, repairs, reconstruction, additions or remodeling have been made to the structure that is not indicated in the attached plans and/or documents. This permit is specific to the improvements for the building specified as indicated on the approved plans. It shall not apply to any other structure or property, whether attached or unattached, not specified under this permit. 6) Within 5 (five) days of issuance of this permit, and continuing through to the completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "Construction proceeding under requirements of City of Tucson Floodplain Use Permit No. T12OT01093. For information please call 791-5550." 7) The proposed improvements shall not impose conditions that would increase the flood or erosion damage potential to the combined proposed and existing building, by greater than 50 percent of the existing structure's value. 8) All future improvements will be cumulative in percentage, to include this project. When the cumulative improvements equal or exceed 50% of the current value of the structure; no other improvements will be permitted unless the entire structure is brought into compliance with the City of Tucson Floodplain and Erosion Hazard Area Regulations (Chapter 26, Tucson Code). If the project is determined to be a substantial improvement, and, if it is determined that the lowest flood elevation is below the regulatory floor elevation, a design submittal, and review and acceptance of the submittal for flood regulation compliance will be required and shall conform to current City of Tucson floodplain development requirements in effect on the date of authorization by the Planning & Development Services Department. 9) For future improvements to this structure, a qualified appraisal shall be provided to Planning & Development Services Department - Engineering Division. The appraisal shall serve as documentation, as required, demonstrating that the value of the future improvements to this structure is less than 50% of the current value of the total appraised/assessed value of the existing structure, not including the land. An application / processing / submittal fee (and if applicable, any review fees) must accompany each future request for work to be authorized for this building structure. Engineering EHS study review fees may be imposed based upon the fee schedule in the current floodplain ordinance. It shall be the responsibility of the owner to supply the following for all work to be authorized for future improvements: " An 8-1/2" x 11" map locating improvement on this parcel " Description of improvement " Provide permit activity number(s) " Title of improvement " Type of assessment used for valuation " Cumulative value of the building structure " Value of improvement in U. S. Dollars " A calculated percent improvement 10) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. The existing drainage patterns at the property lines shall not be obstructed nor changed. 11) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the structure and or site development. 12) This permit expires July 23, 2013. If extension is not requested prior to expiration date, renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Planning & Development Services Department, Engineering Division. This permit may be renewed for up to one year, at the sole discretion of the City Engineer or designated representatives. This Floodplain Use Permit will be automatically revoked and becomes invalid if conditions are not complied with, as set forth in this permit. |
