This Site requires a DDO for the required setback to the north, south and west property lines. This site is in the R-3 Zone (LUC Section 2.3.6.2.A.1). The Development Designator is "G" (LUC Section 3.2.3.1.B) and the Perimeter Yard Indicator AA (LUC Section 3.2.6.4). The minimum setback to the all interior property lines equals the height of the structure's walls measured from the ground to the highest point (LUC Section 3.2.6.4). The heights facing both the north and south property lines are seventeen (17) feet, two (2) inches. The required setbacks are also seventeen (17) feet, two (2) inches to both property lines. The proposed setback to the north property line is eleven (11) feet, eight (8) inches. The proposed setback to the south property line is four (4) feet. The subject property is located within a mapped FEMA Special Flood Hazard Area Zone AO1 per the Flood Insurance Rate Maps 04019C2276L the following information is required prior to site plan review: SITE PLAN: 1) DS Sec.2-01.3.3: Revise the site plan to list the DDO Case # adjacent to the title block in the lower right hand corner of the plan. List any conditions of DDO approval if applicable. 2) DS Sec.2-01.3.7: Clarify the Grading Notes on the site plan, Sheet C1.0. The grading notes reference HDZ conformance for construction and not the required Grading Notes that should apply to this project. Remove all notes that reference HDZ since this property does not fall under HDZ review. Provide the correct notes as referenced in the comments below. 3) DS Sec.2-01.3.7: Call for a Pre-construction meeting prior to start of earthwork. To schedule a PDSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Planning Development Services Department, or contact PDSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 4) DS Sec.2-01.3.7: Provide a general note stating that all proposed fencing and walls will require a separate permit for review and approval by all necessary Planning Development Services Departments. Any proposed walls or fencing will be reviewed for compliance with Chapter 26 Floodplain and Erosion Hazard Ordinance, a separate Floodplain Use Permit will be required for any new wall or fence permit for the subject property. 5) DS Sec.2-01.3.7.B.2.a: Revise the site plan to provide a note that states; "This project is affected by the City of Tucson Floodplain Regulations, subject property is located within a mapped FEMA Special Flood Hazard Area Zone AO1 per the Flood Insurance Rate Maps 04019C2276L." 6) DS Sec.2-01.3.7.B.2.b: Revise the site plan to provide a note that states; "Elevation Certificates are required for the new single family residence and must be returned to the City of Tucson Planning & Development Services Department, Engineering Section for conformance review prior to the pouring of the 1st slab and prior to the final inspection." Both a Prior to Slab and a Prior to Final hold will be placed on this permit for the single family residence until the required Elevation Certificates are returned and show conformance with the set conditions. 7) DS Sec.2-01.3.8.C: Revise the site plan document to include all information regarding the existing public right-of-way for Van Alstine St. Label the width, type and dimensioned width of paving and existing curb (or shoulder), label the center line of the road. 8) DS Sec.2-01.3.8.C: Revise the site plan to label Van Alstine St as a "Public Road." 9) DS Sec.2-01.3.9: Revise the site plan to remove the symbol marked as "Ignore" that references a stair way ramp landing. Remove this symbol from the site plan for clarity. 10) DS Sec.2-01.3.9.M: Revise the site plan to correct the limits of disturbance as shown on Sheet C1.0. The limits of grading should state 1,510 not 1.510, revise. 11) TC Sec.26-5.2.5: Revise the site plan to provide drainage vents within the bottom 1-foot of the proposed CMU wall to prevent encroachment into the SFHA and to alleviate adverse impacts to surrounding properties and right-of-way. Clearly Keynote the vent locations and provide a detail to show construction, the vents must be located in the new portion of the wall every 5-foot off center and must provide a clear 6-inch x 12-inch opening to prevent hydrostatic pressures and encroachment within the SFHA. Or provide a Drainage Report with encroachment calculations and required venting design. 12) TC Sec.26-5.2.9: Since the subject property is located within a mapped regulatory floodplain, it will be required that 2 elevation certificates for the proposed single family residence be filled out by an Arizona Registered Land Surveyor showing that the lowest finished floor of the proposed single family residence and the service facilities are elevated to or above the RFE, and returned to our office. The first elevation certificate must be returned to this office prior to the pouring of the slab. The second elevation certificate must be returned to our office prior to the certificate of occupancy. 13) TC Sec.26-5.3: Revise the site plan and all associated cross sections to clearly label and dimension the method of elevation and all construction aspects for the proposed single family residence. Clearly dimension stem wall design along with the required openings in the proposed crawl space. Per the proposed method of elevation (FFE elevated on a stem wall with a open crawl space under the floor) the Elevation Certificates that are required must reflect a building design in conformance with Building Diagram #8 on the Elevation Certificate Instructions. An "opening" is a permanent opening that allows for the free passage of water automatically in both directions without human intervention. Under the NFIP, a minimum of two openings is required for enclosures or crawlspaces. The openings shall provide a total net area of not less than one square inch for every square foot of area enclosed, excluding any bars, louvers, or other covers of the opening. A window, a door, or a garage door is not considered an opening; openings may be installed in doors. Openings shall be on at least two sides of the enclosed area. If a building has more than one enclosed area, each area must have openings to allow floodwater to directly enter. The bottom of the openings must be no higher than one foot above the higher of the exterior or interior grade or floor immediately below the opening. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the notated items indicating action taken. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2006 International Residential Code, 2006 International Energy Conservation Code, and Arizona State amendments to the 2006 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: Show corrections and revisions on original tracings or a finished reproducible set. Return two sets along with a set of the first submission for reference. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and notate sheets. (Do not cloud the changes made for comment revisions). Incorporate changes on originals and provide two copied sets for review. All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration. The City of Tucson adopted the 2006 IRC with amendments on 6/12/2007 and the 2006 UPC with amendments on 7/10/2007. For initial construction: Effective 1/1/2007 the Inclusive Home Design; starting 3/1/2009 Solar Water Preparation and 7/1/2009 Solar Photo-Voltaic Preparation are required for all new SFR and duplex plans. Show the code references on the plans. Amendments to adopted codes are at the City web-site http://www.tucsonaz.gov: Planning, Building, & Business; under the Building topic; Building Ordinances and Codes; Building Codes GENERAL NOTES: " Revise the Inclusive Home Design notation for City of Tucson to include the electrical reachable range of 15" minimum and 48" maximum above finished floor. " All SFR and Duplex plans submitted after March 1, 2009 require a solar water system, or future installation preparation City of Tucson Ordinance #10549 with one of the following provisions: ½"control conduit and two ¾" copper piping for water with rooftop termination; straight 3" capped sleeve; or an accessible attic (clear path 30" wide x 30" high) over the water heater. MECHANICAL PLANS: 1. Provide return air duct and register sizes meeting minimum requirements of 72 SQ IN/ ton, M1403. Minimum duct/register size: heat pump or air conditioner - 6 SQ IN per 1,000 BTU (1 ton cooling = 12,000 BTU). The 12" x 12" duct is undersized. A 2.5 ton unit requires a minimum 180 square inch return air duct. 2. Notate a furnace with a direct combustion air provision suitable for installation in an unvented space, G2407. ELECTRICAL PLANS: 1. Provide a panel schedule showing a general description for each circuit, E3304.11 & E3606.2. Include FC-1 and clarify the A14/16 identification on the Power Plan.
