The associated permit for remodeling an existing residence and construction of an addition cannot be approved until the floodplain use permit is approved. The cost estimate that was submitted is labeled as for the addition. The improvement plans also include partial demolition of the interior of the existing house and new construction within the house along with the construction of a lateral addition to the house. Note that a complete cost estimate for the whole project is required. The cost estimate must be prepared by a contractor licensed by the Registrar of Contractors. If the cost of the total project is greater than 50 percent of the value of the existing house, the costs may be divided between the cost of the addition and the cost of the remodel. The costs associated with the remodel must be less than 50 percent of the value of the existing house and the addition must be elevated so the lowest floor is at least 1 foot above the base flood elevation.
