The following is requested for consideration: 1. Any existing tree with a trunk diameter at breast height (DBH) greater than 6" be preserved in place. If this is not possible: a. A tree value assessment be done following the methodology recommended by the International Society of Arborist (ISA) to determine the monetary value of the tree. b. Mitigation replacement plan be submitted for review by the Urban Landscape Manager in the Office of Conservation and Sustainable Development (OCSD) and the landscape reviewer at Planning and Development Services Dept. (PDSD). The mitigation plan may include potential options of i. Cash value placed in the Tree Bank established by Trees for Tucson to be used for replacement trees in the area on public properties (rights-of-way, city parks or special project areas), or ii. Replacement with trees equal in assessed value to be planted on public properties in the area, or iii. A combination of the above. |

The applicant is proposing to extend the height of the monopole from 89 feet to 98 feet in height and add Cricket antennas at the top of the cell tower. The monopole has several existing antennas from several carriers at various heights. The 8' X 15' ground equipment will be located within an existing ground equipment compound, which is enclosed with chain link fencing. Access to an arterial is provided by way of Renaissance Drive, a local street, which appears to be a private road in the area of the proposed site. The existing monopole is located near the northeast corner of the .84-acre site. Surrounding Land Uses and Zoning-The site and surrounding areas to the north, south and west are zoned I-1, an industrial zone and developed as Midvale Park Commerce Center, an industrial subdivision plat. The industrial area has not been built-out and includes some vacant lots, including the adjacent lot south of the subject site. To the east is zoned R-1 residential with multiple parcels within the floodplain influence of the Santa Cruz River, which include a major north-south oriented transmission power line and evidence of a prior sand and gravel extraction pit. There are no residential uses in the immediate area. Land Use Area Plan Summary-The site is within the bounds of the Santa Cruz Area Plan, however, no specific policy direction is provided for communication cell tower facilities. Policy direction is provide by the General Plan, in Element 4, Policy 3.7 it requires that, if possible, telecommunication facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. The Plan supports requested land uses, when visual design elements and buffering techniques to mitigate the potential negative impacts of more intense development on established neighborhoods are employed. The applicant proposes a nine (9) foot extension onto an existing monopole for a total height of ninety-eight (98) feet. Analysis - The applicant is proposing to extend the height of the existing monopole nine additional feet, from 89 feet to 98 feet and co-locate Cricket antennas (carrier) at the top of the pole. The monopole has various antennas (carriers) at varying heights. The 8' X 15' ground equipment is being proposed in between two existing enclosed shelters and will have minor visibility from adjacent lots, which are all zoned and developed with non-residential land uses. The co-locating of a carrier on an existing facility eliminates the need to construct a new monopole facility in the area. Staff acknowledges that it is difficult to disguise a 98-foot tall monopole. Mitigation measures supported by staff include; antennas and other attachments to be painted to match the existing monopole color(s), which help minimize visual impacts. Given that the monopole, ground equipment and an enclosure already exist, the proposed co-location of Cricket antennas should not significantly change existing view sheds within an industrial complex. The proposal is consistent with land use plan policies, and does not require a plan amendment. Recommendation: The proposed special exception land use is to extend the height of an existing unmanned wireless communication monopole from eighty-nine (89) feet to ninety-eight (98) feet and co-locate the Cricket antenna array at the top of the monopole extension. The proposed extension to the monopole and new ground equipment is in general compliance with applicable policy of the Santa Cruz Area Plan, and the General Plan. The following special exception conditions are recommended in support of applicable policies: The monopole wireless communication tower shall not exceed ninety-eight (98) feet in height. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. In addition to the City of Tucson's General Plan, Mayor and Council endorsed the United Nations Urban Environmental Accords in 2005, adopted the US Mayors' Climate Protection Agreement in 2006, endorsed the City of Tucson Urban Landscape Framework and adopted the City's Framework for Advancing Sustainability in 2008. As the city grows to accommodate population influx, the urban heat island effect also increases due to loss of pervious surfaces and vegetation replaced by impervious surfaces. The young, elderly and those with chronic health conditions are the most vulnerable populations to heat exhaustion during extreme heat events. Increasing reflectivity of these paved surfaces, proving shade (trees and/or shade structures) or pervious surfaces mitigate the heat absorption quality of dark pavement. The City encourages developers to work with staff to apply best management practices to mitigate urban heat island effects; this includes use of cool roof surfacing.
