Kino Area Plan and the General Plan

This proposal is for a special exception use in the R-2 zone, to allow a wireless communication facility within the Thomas O Price Service Center/Ward 5 Council Office site located at 4300 S. Park Avenue. The site is located southwest from the intersection of Park Avenue and Ajo Way. The applicant is proposing a 70-foot tall monopalm and associated ground equipment within an 18' X 32' square foot lease area enclosed by an 8-foot tall CMU block wall designed with a two foot wide vented opening on the west elevation and a four foot wide metal gate on the south elevation and a top sun fabric cover. Access is proposed from S. Park Avenue via a 12-foot wide ingress/egress easement. According to the Major Streets and Routes Plan, Park Avenue is an arterial street.
Surrounding Land Uses and Zones:
The Thomas O. Price Service Center is zoned I-1 and R-2, a light industrial zone and a residential zone, respectfully. To the east across Park Avenue is the Tucson Business Park, an industrial subdivision zoned I-1 light industrial; to the south across Fair Street is Park Lane East Annex, an industrial subdivision zoned I-1 light industrial; to the west across the Union Pacific Railroad right-of-way is a residential neighborhood zoned R-2, residential; and to the north across Ajo Way is the Solomon Industrial Park an industrial subdivision zoned I-1 light industrial.

Land Use Policies:
The site is within the boundaries of the Kino Area Plan (KAP), which provides the following policy guidelines applicable to this request.

Kino Area Plan
Kino Area Plan commercial subgoal, is to provide for an adequate amount and appropriate arrangement of commercial development within the Kino Plan area. Policy 1.c. is to encourage private developers to utilize existing provisions in the Land Use Code which allow the integration of appropriate commercial and supportive service activities within industrial parks. The KAP Public and Semi-Public sub-goal supports an increase on public efforts to enhance the environment and image of the Kino area. The KAP does not specifically address communication antennas.

The General Plan
General Plan, Element #4, Community Character and Design, Policy 3.7, states that whenever possible telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Further, Policy 4.6 states to promote the coordination of efforts of government, private developers, and utility firms to improve the appearance of necessary aboveground utility lines and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure in older as well as newer neighborhoods, to increase opportunities for all citizens to have access to high-tech telecom services.


Analysis:
The applicant is proposing to construct a 70-foot high monopalm wireless communication facility at the Thomas O. Price Service Center, a City of Tucson operational center, which includes the Ward 5 Council Office, located at 4300 S. Park Avenue. The overall operational center encompasses multiple parcels with approximately 65-acres; the site of the wireless communication facility is onsite within a three-acre parcel, which includes the City of Tucson Ward 5 Office. According to the Major Streets and Routes and Plan, Park Avenue is an arterial street.

The stealth design concept consists of a proposed 70-foot high monopalm with top of antenna at a height of 67-feet. The monopalm will be set back from Park Avenue approximately 330-feet and will be partially screened by the exiting City of Tucson Ward 5 Office complex. The lease area will be approximately 18' x 32' square foot lease area enclosed by an 8-foot tall CMU block wall designed with a two foot wide vented opening on the west elevation and a four foot wide metal gate on the south elevation and a top sun fabric cover. Primary access is from Park Avenue via a 12 foot-wide ingress/egress easement and a designated parking space for the service technician will be provided adjacent to the lease area.

There are multiple large trees approximately sixty (60) feet in height, which are spread out within the parcel that help screen the monopalm from the adjacent properties and the street. The applicant is also proposing to add two live palms adjacent to the monopalm that will be at least thirty (30) feet in height each. The additional mature palm trees will be maintained by the applicant and help create a palm mini-oasis concept to further improve the stealth design of the monopalm. The monopalm with include faux bark the entire length of the trunk. The location of the monopalm will be centralized within the greater Thomas O. Price complex and places the monopalm approximately 1,100 feet from the nearest residential unit, helping to reduce any negative visual impacts of this facility on surrounding areas.

The General Plan calls for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom. The applicant points out that the proposed wireless communication facility will help improve and enhance E-911, County and Public communication services.

The Kino Area Plan supports appropriate arrangement of commercial development in the plan area and support service activities within industrial parks. The Kino Area Plan does not specifically address communication facilities.

These Plans in general support the requested land use when visually appropriate design elements are implemented. The proposed wireless communication facility appears to respond to the characteristics of the surrounding area, as the communication tower will have a stealth monopalm design with faux bark, adjacent to other palm trees, and partially shielded from Park Avenue and adjacent land uses by existing on-site buildings and sixty (60) feet tall trees.

Recommendation
The proposed special exception land use for an unmanned 70 feet tall monopalm, AT&T wireless communication facility can be supported and is in general compliance with applicable policy and goals of the Kino Area Plan, and the General Plan and does not require a Plan amendment.

The following special exception conditions are recommended in support of applicable policies.

1. Ground equipment wall shelter enclosure to be textured and colored to blend with the existing on-site (City of Tucson Ward 5 Office) building. Development plan to include detail showing all four-sides, identifying dimensions and colors, and graffiti resistant.

3. Frond placement and density shall create a stealth design to screen the antenna array. Replacement of damaged or missing fronds shall occur as soon as possible.

4. Landscape improvements require two mature live palms of approximately 30-feet in height each to be located on the adjacent landscape island to the west of the lease area, and on a permanent drip irrigation system and shall be the responsibility of the applicant or their representative to replace as soon as possible if palms are either; diseased, damaged, or die.

Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval.
Policy 4 is to design and maintain streets to enhance their overall functional and aesthetic quality. Policy 4.6 is to promote the coordination of efforts of government, private developers, and utility firms to improve the appearance of necessary above ground utility lines and structures.
Policy 5 is to promote neighborhood identity and visual character.
Action 5.5.A is to consider incentives for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services.
