The request is for a Special Exception in the C-1 zone to allow a Goodwill Industries (household goods) Donation Center at 6852 E. Tanque Verde Road. The existing C-1 zone supports neighborhood commercial uses. No retail or outdoor donation activity is proposed at this site as all donated house wares and clothing will be transferred to other facilities for processing and resale. The proposed site is located northeast from the intersection of Grant Road and Tanque Verde Road and includes a vacant commercial building. Primary access is from Tanque Verde Road, an arterial street. A secondary access point seems to be available at the rear (southeast property line) of the site, via an off-site private access lane leading to Indian Ruins Road, a local street.

Surrounding Land Uses and Zones: To the east and west along the Tanque Verde Road commercial corridor are commercial developments with C-1, a neighborhood commercial zone; to the south across a private access lane are commercial uses and a multi-family complex, all C-1, a neighborhood commercial zone; to the north across and along Tanque Verde Road is a commercial corridor development zoned C-1, a neighborhood commercial zone, followed by an interior single-family residential neighborhood with the nearest residential unit approximately 175 feet north of the subject site. Said neighborhood is within the boundaries of the Pima County jurisdiction, zoned CR-2, a Pima County residential zone.

Land Use Plan Summary:
Policy direction is provided by the Pantano East Area Plan (PEAP) and the General Plan.
Both Plans support commercial uses at this site. PEAP Commercial Policy 1 supports commercial developments in appropriate locations in the area and Policy 2 discourages the extension of strip commercial as a pattern of development and supports the integration of adjoining commercial uses and should be designed to be in harmony with adjacent residential uses.

General Plan; Land Use, Neighborhood Protection, Policy 3 promotes the continued physical and economic viability. Commercial and Office Development, Policy 5, supports appropriate locations for commercial and office uses, with priority for development and redevelopment within the existing urbanized areas to promote use and improvement of existing infrastructure, to increase pedestrian activity and transit use, and to meet residents' needs for goods and services in a cost-effective and equitable fashion; Economic Development, Policy 7; Encourage the expansion and continued viability of trade and service activities; Supporting Policy 7.2 - assist local firms in the trade and service sectors to expand their existing markets.

Design Guidelines Manual; Guideline I.A.5.c, encourages the 'Good Neighbor' approach -A solution is to encourage limited duration of activities that generate excessive noise, light or traffic by concentrating such activities between 10:00 a.m. and 6:00 p.m.; and limiting hours of operation where possible.



Analysis:
The proposed site is located at 6852 E. Tanque Verde Road and has 16,000 square feet of land area. The site has an existing commercial structure with approximately 2,100 square feet that was constructed in 1961 for a convenience store use. The proposed Goodwill Donation Center is for drop-off only and will not include resale at this site. The proposed use will contribute employment opportunities for area residents and locating a donation center at a northeast sector of town will minimize travel time for residents seeking to donate household goods.

The Pantano East Area Plan supports commercial developments in appropriate locations in the area. This area along Tanque Verde Road was developed under Pima County's jurisdiction, and has neighborhood commercial zone, which include a variety of retail, restaurant and office uses that were established as early as the late 1960's and the 1970's. Since then, there has been reinvestment in this segment of the Tanque Verde Road commercial corridor.

The parcel is narrow and deep which limits the flexibility in site design. The parking layout is located along the edges of the site, making it difficult to integrate with adjacent parcels along Tanque Verde Road. Although Tanque Verde Road is not a Scenic Route in the Major Streets and Route Map, it is the most direct and traveled arterial street for traffic commuting between the Catalina Foothills/Sabino Canyon community, Mt. Lemon Resort area, and the City core. The parcel was annexed into the City after it was developed and lacks landscape amenities along the Tanque Verde frontage. The parcel is void of landscape improvements and is currently hardscaped with asphalt and concrete and a landscape buffer along Tanque Verde Road would soften the existing hardscape along the street frontage.

Primary access for the site is from Tanque Verde Road, an arterial street. The proposed site is one of two contiguous commercial parcels with a secondary access along the rear (east) property line. The rear of the parcel (secondary access) abuts a private commercial parcel which functions as PAAL for an apartment complex and provides access to Indian Ruins Road, a local street. Staff believes this should be addressed by providing documentation of an existing cross-access easement agreement or obtaining such from the adjacent property owner(s). The configuration of the proposed parcel for the Goodwill Donation Center site is too narrow along the rear property line to allow two-way traffic and it should be posted with signs to indicate one-way traffic flow. The proposed dumpster and loading zone locations may effect on-site traffic circulation and the applicant should consult with the Department of Environmental Services to determine if an on-site turn around area is needed for their vehicles.

The delivery of all goods should have a limited time at the loading zone-stage area and moved as soon as possible to the interior of the buildings to reduce outdoor storage of items. The commercial site is zoned C-1 commercial and does not support outdoor open storage. If the outdoor loading zone-stage area will be used by employees to sort, distribute, and load or unload vehicles, then this area should include a shade cover to relieve workers from the Tucson heat during working hours. The loading/unloading area should have limited hours of operation to protect the adjacent residential units (apts.) located directly east and adjacent to the proposed site. Limited hours will reduce the potential impacts from; noise, fumes, lights, glare, or any outdoor commercial activity that might impact the residential edge.

Recommendation
The Special Exception request is to establish a Goodwill Industries Donation Center through the rehabilitation of an existing site and utilizing existing infrastructure to meet resident's needs for goods and services in a cost-effective and equitable fashion. The request for a Goodwill Donation Center is consistent with the Plans and a plan amendment is not required. Staff recommeds approval subject to the following Special Exception conditions:

1. Outdoor activities such as but not limited to loading/unloading/ sorting, packaging, and/or bundling shall occur only between the hours of 7:00 A.M. and 10:00 P.M., Monday through Sunday.
