Zoning has reviewed the Special Application for the sign variance and while the requested variance does not affect LUC requirements zoning is providing the following comments: a. The site plan is not very clear in depicting the sign locations and more specifically the projected sign on 5th Street. It is not clear whether or not the sign is within private property or over the City of Tucson right of way. If the projected sign along 5th street is within the right of way, COT Real Estate may require a Temporary Revocable Easement (TRE). The applicant must verify with the COT Transportation or Real Estate Departments with regards to this comment. b. Any sign within a pedestrian walkway must be a minimum of seven feet above the finished sidewalk or as may be required by the COT Transportation Department. c. The elevation drawings should be of a larger scale or larger scale elevation drawings of the affected areas for the signage should be included in the package. The larger scale drawing should be fully dimensioned as it relates to sign size, location and heights above finished sidewalks where applicable. d. A more accurate representation of the area on the elevation drawings should be provided in order to see what if any affects the signage would have in the area. The West University Neighborhood Area Plan and the University Area Plan are silent on sign variances. However, the Design Guidelines recommend that signs should be integrated into the overall design of new developments in an architecturally coordinated and sensitive manner. Therefore an objection is not lodged on this request; however, Community Planning staff provides the following comments: 1. Locations of the proposed sign(s) are not clearly shown on the application. Although some of the building elevations show wall mounted signs, orientation of the building elevations are unknown. 2. The attached site plan does not identify location(s) of any of the proposed signs. 3. The future on-site directional and informational signs, which make up the bulk of the sign variance request, are not shown on the site plan and the sign information these signs are to advertise to qualify as "directional and/or informational" signs is not provided. |
