However Zoning does request that if the proposed monument sign on Houghton Road is approved within the SCZ 30-foot buffer, that any disturbance of the existing native vegetation is replaced with similar plant material.

Also it does not appear that the proposed freestanding signs on Houghton or Golf Links affect the existing or future lines of sight through the Sight Visibility Triangles but the SVT's should be drawn and labeled on the development plan for reference.

The South Pantano Area Plan supports appropriate locations for commercial developments along arterials and at intersections. The Plan discourages the extension of strip commercial development pattern of development. It calls for consolidated commercial developments at major intersections, and encourages “one-stop shopping”. This refers to the coordination of commercial developments to include such design as shared parking areas, open spaces, access points onto streets, etc., in order to decrease auto travel and promote “one-stop shopping.”

The proposed sign variance request by the applicant for the WalMart store at the intersection of Houghton Road and Golf Links Road appears to meet the intent of the South Pantano Area Plan as the WalMart store will complete a larger 12-acre development which includes an already built CVS Pharmacy at the southeast corner of the the intersection. Both the WalMart store and CVS Pharmacy will share vehicular access to Houghton Road and Golf Links Road. However, the Sign Code limits the number of freestanding signs on scenic routes per ‘premises’ to one. CVS and WalMart are considered one ‘premise’ or one integrated development. CVS with their sign package has already used up the limit of one sign per premises. CVS also sits closer to the immediate intersection and appears to block WalMart’s main wall idnetification.

The applicant with their proposed sign package affords motorists information to make safe turning movements into the development, and encourages ‘one-stop shopping’ at this commercial development. The South Pantano Area Plan can support the applicant’s variance request for two freestanding signs (one on Houghton Road, and one on Golf Links Road), and wall sign.
