PROJECT REVIEWER: Richard Leigh, DOT, Permits and Codes Section Permits and Codes Section has reviewed the PIA Plan and does not recommend approval of the PIA Plan at this time. The following comments need to be addressed in the next submittal. 1. Include the plan number "I-2010-005" in title block of each sheet. 2. Include Development Services Department PIA activity number "T11PI0004" on cover sheet. 3. Provide recordation information, Book & Page, of associated development on cover sheet. 4. Revise title block so that the title block information is identical on all sheets except for sheet number. Extraneous labeling such as details of sheet or the street name may be labeled above title block. 5. Submit approved development plan with next submittal. Based on approved development plan additional comments may be generated. 6. Submit approved drainage report with next submittal. 7. Show all symbols and lines in the legend per PC/COT S.D. 100. 8. Clearly label all proposed structures within the public rights-of way. 9. Delineate and dimension all existing and proposed easements and label with purpose and recordation information in plan view. 10. Provide a right-of-way easement for where the roadway encroaches onto private property. 11. Clearly show existing curb and other existing roadway infrastructure, per COT standards. 12. Show all proposed improvements within the public rights-of-way along 6th Street. 13. Provide roadway centerline and curve data. 14. Clearly show property/rights-of-way limits. Property boundaries should reflect proposed right-of-way dedications. 15. Provide complete details for any proposed hardscape and landscaping within the public rights-of-way. 16. There appear to be discrepancies with spot elevations and labeled pavement slopes, verify and correct. 17. Provide a profile view for the proposed roadways, per COT drafting standard. 18. Indicate the placement of survey monuments at roadway intersection. 19. Show curb returns radii. 20. The proposed raised open drainage channel along 5th Street poses a tripping hazard. Additionally, parked vehicles may obstruct storm water flows. A valley gutter across Herbert Avenue directing flows along new curb alignment should be considered. 21. Provide sidewalk and curb access ramps for pedestrian travel across 5th Street. 22. Have easements been secured for the proposed monuments "Neighborhood Lava Stone Pier" along 5th Street? 23. Verify that the cross slopes for pedestrian crosswalk areas do not exceed 2% and indicate this on plan view. 24. Sheet 10, Detail I & J: Indicate pavement structural section. 25. Sheet 10, Detail F & G: cross section shows the footer of wall on private property. Has an easement been obtained from the property owners? Who will be responsible for the maintenance of these walls? 26. Provide details of the proposed screen wall. Refer to redline plans for additional comments and comment details.
