Based on the previously approved site plan dated 9/2001 there was a 24 percent expansion and the site was not required to be developed to comply with full code at the time. However based on the new expansion which is cumulative the expansion review, the new percentage is above 25%. A greater than 25% expansion will require that the site be brought into current code compliance which includes but is not limited to, landscaping, vehicle and bicycle parking, loading zones, ADA, sidewalks etc. In addition, it appears that a portion of land has been included on the new site plan that was not part of the approved site plan back in 2001. After researching the microfilm, no additional documentation could be found for the lot area expansion. Base on the requirement for full code compliance it is suggested that the plan be revised to comply with development standards 2-02 "Site Plan Contents and Specifications". The site plan is to include landscape plan sheet. The site plan must address the requirements for sidewalks, vehicle and bicycle parking (both vehicle and bicycle parking must comply with current requirements design and numbers), vehicle use areas must comply with design standards as listed in LUC section 3.3.1, Loading zones if required must comply with LUC section 3.4.1, Landscaping must comply with LUC section 3.7.1 and development standards 2-06, 2-07, 2-16, Sidewalks must comply with Development Standards 2-08. I have redlined a copy of the site plan with some of the major issues that will have to be addressed. Unfortunately some of the PDSD reviewers have already reviewed and approved the site plan without knowing that full code compliance is a requirement. Those reviewers will have to re-review the revised site and landscape plans on the next submittal before it can be approved. I will also mention that Grant Road is going through major overhaul and the changes to the right of way or roadway may affect this site. You should contact the project manager Mike Holder (Consultant to the Transportation Department) regarding the potential impact to this site based on the changes to the right of way and roadway for Grant Road.
